About the Role
The Irish Red Cross (IRC), aligned with the global Red Cross and Red Crescent Movement, is seeking to appoint a full-time Housing Officer on a fixed-term 12-month contract in Dublin. The IRC is dedicated to humanitarian assistance guided by core principles like humanity, impartiality, and neutrality. It plays a critical role in responding to migration challenges in Ireland by supporting refugees and migrants through initiatives such as resettlement and crisis response.
Key Responsibilities
- Engage with property owners interested in offering accommodations; provide them with information and assist in onboarding to the IRC Register of Pledges.
- Manage existing IRC housing properties ensuring effective administration and regulatory compliance.
- Coordinate with internal teams—programme managers, caseworkers, housing and pledge support—to deliver suitable housing options tailored to programme needs.
- Conduct property inspections and prepare reports in line with required standards and PRSA licensing as applicable.
- Maintain up-to-date knowledge of social housing frameworks, social protection, social welfare systems, and local authority processes in Ireland.
- Understand building control regulations and Irish housing standards.
- Regularly update and review the accommodation pledges CRM register, engaging all pledges as needed.
- Prepare tailored informational materials for potential housing pledgers.
- Oversee minor repairs to accommodations that facilitate housing onboarding.
- Build lasting relationships with property owners to expand sustainable housing opportunities.
- Ensure all property agreements and licenses comply with regulations.
- Facilitate awareness sessions for property owners and beneficiaries regarding housing matters in alignment with programme goals.
- Contribute actively towards achieving the Migration Department’s objectives.
- Commit to continuous professional development and uphold IRC principles.
- Perform additional duties as assigned consistent with role responsibilities.
Candidate Requirements
- Certification for conducting property assessments compliant with relevant regulatory standards, such as PRSA licensing.
- Minimum of three years’ relevant experience within the Irish social housing sector, including housing property management and proficiency with the Residential Tenancies Acts.
- Background in social or voluntary housing sectors or related fields.
- Experience navigating Irish local authority frameworks and statutory bodies.
- Technical knowledge of the private rented sector and housing supports, including familiarity with HAP, RAS, and Rent Supplement schemes.
- Proven ability managing repairs and maintenance through contractor engagement.
- Computer literate with competency in Microsoft Office and CRM systems.
- Possession of a full, clean driving licence and access to personal transport.
- Strong organisational skills and capability to work autonomously.
- Desirable: Experience in migration-related work, engagement with complex community and stakeholder settings, and awareness of the International Red Cross Red Crescent Movement’s Fundamental Principles.
