Estimating Manager

About the role

Parsons is looking for an analytically strong and commercially minded Estimating Manager to own forecasting and estimating activities for a major giga-project in the Tabuk area. This position sits within a fast-moving project management consultancy setting and plays a key part in shaping executive decisions, guiding procurement direction, and protecting the commercial health of the program.

The role focuses on building reliable capital cost estimates across several project phases for large-scale infrastructure, building, and civil works. You will turn incomplete and evolving design information into structured financial forecasts, risk-adjusted estimates, and clear reporting for leadership and client stakeholders.

Key responsibilities

• Lead the creation of conceptual, definitive, and detailed capital cost estimates for major civil, structural, MEP, and infrastructure scopes, with an overall scale exceeding $1 billion.
• Track global and regional supply chain movements, labor pricing, and commodity costs to maintain a strong cost database relevant to the Tabuk region.
• Perform quantitative risk assessments and probabilistic estimating, including techniques such as Monte Carlo analysis, to set suitable contingency allowances.
• Examine, compare, and benchmark contractor bids from a commercial standpoint, and contribute to value engineering efforts that reduce cost without lowering quality.
• Work closely with planning, procurement, design, and project controls teams so estimates stay aligned with execution schedules and delivery strategy.
• Prepare estimate summaries, basis of estimate documents, and variance explanations for senior management and client representatives.

Required qualifications and experience

• Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a closely related field.
• Professional credentials such as RICS, AACE International, CCP, or CEP are strongly preferred.
• At least 10 years of progressive experience in commercial management and cost estimating within heavy civil, infrastructure, or large-scale construction environments.
• Demonstrated experience supporting estimating functions on very large, high-value, or remote giga-projects.
• Advanced ability with estimating tools such as Candy CCS, Cleopatra Enterprise, CostX, or Timberline, along with strong Excel-based modeling skills.
• Prior exposure to Middle East or GCC project environments is a major advantage, especially knowledge of regional procurement routes, local contractor markets, and remote logistics.
• High attention to detail and the ability to convert limited or evolving design information into dependable financial forecasts.
• Strong communication and negotiation skills with the confidence to present and defend estimates to executive audiences and external clients.
• Comfort working in a rapidly changing project environment where scope and priorities can shift quickly.
