Overview

Dornan Engineering is a reputable firm specializing in Mechanical, Electrical, and HVAC engineering and construction with extensive experience in Ireland, Europe, and the UK. The company engages in diverse sectors including Pharmaceutical, Power, Waste to Energy, Commercial, Data Centres, and Petrochemical projects. Currently, the company is expanding and seeking an experienced COHE Coordinator / Authorised Person to join its dedicated team in Athlone on a pharmaceutical project.

Key Responsibilities

  • Oversee all Authorised Persons and manage their work under the Permit to Work system, including control of permits, keys, and logs.
  • Evaluate, appoint, and verify competency levels of Authorised Persons, maintaining updated logs, registers, and Letter of Appointments.
  • Ensure each site has secure Mimic chart systems illustrating low voltage distribution and medium voltage schematics, clearly showing energization status.
  • Guarantee that Authorised Persons properly manage the Mimic chart system and understand the respective color coding scheme.
  • Implement and enforce site-specific Lock Out/Tag Out systems across all projects.
  • Facilitate electrical safety protocols including Safe Starts and Electrical Safety Plans.
  • Confirm all Risk Assessments and Method Statements (RAMS) related to energization are established for projects.
  • Verify the availability and proper use of test equipment proving units on all sites.
  • Conduct audits at least two weeks prior to site energization.
  • Take full responsibility for enrolling Authorised Persons and enforcing Dornan's COHE protocols.
  • Manage electrical safety and legal compliance related to all electrical work undertaken by the company.
  • Assign electrical work to qualified Authorised Persons and ensure competent supervision.
  • Oversee issuance of certificates and reports for completed electrical works.
  • Provide all necessary information, training, and supervision to employees, subcontractors, and third parties regarding COHE.
  • Communicate updates on standards and regulations pertinent to COHE effectively across all relevant personnel.
  • Maintain current knowledge of Electricity at Work Regulations 1989.
  • Develop, implement, and continuously improve Electrical Safety Policies, Objectives, and Procedures as part of COHE.
  • Ensure thorough understanding of Dornan COHE among all Authorised Persons.

Mandatory Qualifications and Experience

  • Membership with the Institution of Engineering and Technology (MIET).
  • Incorporated Engineer status.
  • Experience managing Authorised Persons.
  • In-depth knowledge of BS7671 standards and Electricity at Work Regulations.

Preferred Qualifications

  • Experience in pharmaceutical or data centre sectors.
  • Prior experience implementing COHE systems.
