Role Overview
The Buyer plays a crucial role throughout the project lifecycle, from the initiation phase to the close-out of all purchasing packages. This position focuses on acquiring materials and equipment necessary to support engineering and construction management activities. The Buyer manages procurement of tagged, bulk, and engineered materials, handling the formation, awarding, administration, and closure of purchase orders in compliance with project requirements and applicable regulations.
Key Responsibilities
- Develop and apply purchasing procedures, templates, and documentation tailored to project needs.
- Coordinate preparation and approval of bidder lists.
- Collaborate with Package Engineers and other project teams to verify and align technical and commercial bid documents.
- Prepare bid documentation, provide guidance on contractual terms, and invite qualified bidders to participate.
- Oversee the bidding process, addressing technical queries and issuing addenda as needed.
- Engage with clients to negotiate and establish project-appropriate general terms and conditions.
- Facilitate purchase order kickoff meetings and transition responsibilities to expediting teams.
- Manage contractual change notices, purchase order revisions, claims, and back charges adhering to terms and conditions.
- Support payment approval processes by validating progress payments in coordination with Accounting.
- Administer bonds and guarantees related to procurement activities.
- Ensure purchase orders are properly closed as per project-specific policies.
- Execute purchase order awards and administration compliant with corporate, tax, customs, and import regulations.
Experience Required
- A solid background with 5 to 10 years of experience within an EPCM (Engineering, Procurement, and Construction Management) project environment.
