Key Responsibilities
- Oversee and supervise the Managing Agent in delivering property management services across Singtel premises and tenanted spaces.
- Review and validate scheduled maintenance works conducted, ensuring timely follow-up actions for all building Mechanical & Electrical (M&E) systems to maintain operational service levels consistently.
- Assess Repair and Improvement Work proposals, including cost evaluations, submitted by the Managing Agent and obtain necessary approvals per financial guidelines for Minor Works execution.
- Ensure user and tenant complaints are addressed promptly by the Managing Agent.
- Perform on-site inspections to verify quality and completeness of works carried out.
- Maintain updated architectural, structural, and M&E as-built plans along with Operation and Maintenance Manuals accurately and promptly.
- Ensure all statutory licenses such as Lift Certificates, Fire Certificates, and EMA licenses are acquired and renewed without delay.
- Escalate significant service disruptions, including power or air-conditioning failures and emergencies like fire or security breaches, promptly to senior management and ensure appropriate Managing Agent response.
- Support Senior Manager/Manager (Facilities) with Wavier of Competition processes, including preparation of approval documents for engagement of specialist contractors or suppliers.
- Assist in developing annual operational and capital budgets for facilities management.
- Conduct periodic audits to confirm the Managing Agent's proper financial record-keeping of transactions.
- Contribute to the review and enforcement of fire safety programs, fire evacuation plans, ensuring the Managing Agent’s Fire Safety Manager complies with Fire Codes.
- Monitor implementation of fire safety initiatives and supervise fire drills, including evaluation of Fire Drill Emergency Response Plans and reporting.
Qualifications and Skills
- A Diploma in Mechanical or Electrical Engineering is required.
- Possess 1 to 2 years of experience in building and facilities management combined with maintenance operations.
- Exposure to Workplace Safety and Health (WSH) planning and implementation is essential; certification in Fire & Safety Management is a plus.
- Strong written and verbal communication abilities.
- Proficiency in MS Office applications such as Word, Excel, and PowerPoint.
- Demonstrate a hands-on approach with capacity to manage multiple tasks in a dynamic and fast-changing environment.
- Ability to collaborate effectively within a team while maintaining initiative and working independently when necessary.
