Senior IT Program Manager (Digital)

Role Overview

Resorts World Sentosa is looking for a seasoned and driven Program Manager to guide large-scale digital and IT portfolios. This role calls for someone who can set program direction, coordinate across functions, manage dependencies and risks, and keep delivery on track for scope, timeline, budget, and quality. The position also plays an important part in strengthening Agile ways of working and ensuring that IT program objectives support the wider business strategy.

Strategic Program Leadership

• Shape and steer cross-functional programs and portfolios from launch through delivery, making sure they remain aligned with the organization’s business priorities and long-term direction.
• Take ownership of large, multi-year initiatives that involve multiple business areas or major enterprise-wide efforts.

Portfolio and Process Management

• Create and update portfolio roadmaps, improve operating processes, and put risk-management measures in place at portfolio level.
• Track performance indicators to support reliable delivery and ongoing improvement across all programs.

Stakeholder and Team Engagement

• Work with business leaders to define program objectives that reinforce organizational strategy and deliver value to stakeholders.
• Lead internal teams and external vendors to deliver outcomes that support the organization’s mission of creating a World of Wonder.

Agile and Operational Excellence

• Establish and apply operating policies that enable program execution at scale with efficiency and consistency.
• Promote Agile practices and the Scrum framework across teams and projects, encouraging adaptability and innovation.

Risk and Resource Management

• Spot delivery risks early and put mitigation plans in place to handle issues proactively.
• Allocate resources across programs so that delivery remains within agreed scope, schedule, budget, and quality expectations.

Team Development and Coaching

• Guide multidisciplinary teams across internal staff, vendors, and clients.
• Coach team members on Agile and Scrum principles while mentoring professionals to build a collaborative, high-performing culture.

Requirements

• A bachelor’s degree in Information Technology, Computer Science, or a related discipline is required.
• At least 15 years of experience in the ICT sector, including 8 years or more in programme or project management.
• Strong hands-on knowledge of Agile methods, project management tools and frameworks, and the Scrum process.
• Proven ability to plan strategically, lead, and implement a portfolio of ICT projects while coordinating interconnected programs and workstreams.
• Excellent communication skills with the ability to influence internal and external stakeholders and partners effectively.
• Strong strategic judgment, analytical thinking, problem-solving ability, and decision-making skills.
• Well-developed interpersonal and communication skills with the confidence to work closely with senior leadership.

Additional Information

This role is based in Singapore and is a full-time onsite position.
