Role Overview

This senior role is responsible for leading cost estimation and control efforts related to tenders and bids throughout the organization. The incumbent ensures estimates are accurate, comprehensive, and competitive, advises management on pricing and risk matters, and mentors junior staff to secure profitable, winning, and compliant proposals.

Key Responsibilities

• Lead preparation, review, and completion of detailed cost estimates and Bills of Quantities (BOQ) for significant tenders and projects.
• Conduct quantity take-offs based on drawings, specifications, and project scope, assuring thoroughness and precision.
• Analyze tender documents and identify financial cost drivers, risks, exclusions, and commercial opportunities.
• Source, assess, and negotiate supplier and subcontractor quotes to obtain competitive pricing.
• Develop and maintain cost databases, unit costs, and benchmarking data to enhance estimation accuracy and efficiency.
• Compile and present full tender cost proposals, margin considerations, and pricing strategies to management for endorsement.
• Perform cost, risk, and sensitivity analyses while recommending mark-ups, contingencies, and value-engineering alternatives.
• Oversee estimating timelines and budgets to ensure on-time submission of tenders.
• Provide mentorship and technical guidance to junior cost controllers and estimators.
• Collaborate with technical, procurement, and project teams to align cost estimates with practical execution capabilities.
• Support post-tender clarifications, negotiations, and transfer of cost data to project teams.
• Prepare periodic and ad-hoc cost reports, variance analyses, and dashboards to aid managerial decisions.
• Uphold strict confidentiality of all tender and cost-related information.
• Carry out additional duties as needed to support department effectiveness.

Qualifications and Skills

• At least 2 to 5 years of relevant experience in cost estimation or control within construction or related domains.
• Bachelor’s degree or diploma in Quantity Surveying, Civil/Mechanical Engineering, Construction Management, or a comparable qualification.
• Proficient in English language communication.
• Fundamental understanding of estimation methods, quantity take-offs, and BOQ compilation.
• Strong skills in MS Excel; familiarity with specialized estimating or cost software is advantageous.
• Detail-oriented with strong numeric, organizational, and multitasking capabilities.
• Effective interpersonal and communication skills coupled with eagerness to learn.
