Program Manager, Specialty Care Program Office Support

Overview

This position supports specialty care programs within a complex federal healthcare environment in the United States. The Program Manager will lead the planning, execution, and management of specialty care initiatives aimed at enhancing healthcare delivery and patient outcomes. Key Responsibilities

• Lead all phases of program activities including planning, initiating, executing, monitoring, and closure as the main task order manager.
• Develop and oversee comprehensive project plans, integrated schedules, risk assessments, and performance dashboards to align with organizational goals.
• Facilitate coordination among interdisciplinary teams, federal agencies, and contractors to ensure timely achievement of milestones within scope.
• Assist leadership in executing strategic plans and improving operational processes.
• Produce high-quality program documentation such as status reports, briefings, procedures, and presentations for executive audiences.
• Identify and manage risks, resolve issues, conduct root cause analyses, and formulate corrective actions.
• Monitor overall program performance and suggest enhancements to improve efficiency and outcomes.
• Support change management efforts, stakeholder engagement, and communication strategies to encourage adoption of new initiatives.
• Work closely with clinical, operational, and executive stakeholders for program alignment in complex healthcare settings.
• Ensure strict compliance with federal contracting, organizational policies, and healthcare program standards.

Candidate Requirements

• Master’s degree in Healthcare Administration, Public Health, Business Administration, Program Management, or related fields.
• At least 10 years of experience managing healthcare programs including planning, execution, and completion phases.
• A minimum of 6 years’ experience supporting large organizations or federal government entities.
• Proven expertise in managing multi-stakeholder programs within government or federal healthcare contract environments.
• Active Project Management Professional (PMP) certification or an equivalent recognized credential.
• Eligibility to obtain and maintain a VA Position of Public Trust; must meet security, privacy, and onboarding requirements.
• Authorization to work in the U.S. without sponsorship; U.S. citizenship may be needed for federal access.
• Strong knowledge of project management methodologies, risk management, stakeholder engagement, and operational planning.
• Excellent communication skills, capable of preparing executive-level reports and presentations.
• Ability to manage competing priorities effectively in matrixed organizations.

Preferred Qualifications

• Experience with Veterans Health Administration (VHA), Veterans Affairs (VA) Central Office, or similar federal healthcare programs.
• Familiarity with specialty care operations, governance structures, and clinical program management.
• Understanding of federal acquisition and task order management processes.
• Experience with government project management platforms and reporting systems.
• Exposure to Agile, Lean, or iterative program management in healthcare IT or clinical operations.
