Overview

The Institute of Banking and Finance Singapore (IBFSG) plays a pivotal role in cultivating financial workforce competency and driving transformation to support Singapore's position as a global financial hub. Partnering with industry stakeholders, government bodies, and training providers, IBF equips financial professionals with essential skills to adapt to evolving market demands. Since October 2020, IBF has served as the Jobs Development Partner for Singapore’s financial services sector, facilitating career transitions, reskilling initiatives, and personalized career guidance. As the national certification authority, IBF establishes competency standards and elevates professional skills through the Skills Framework for Financial Services. It administers regulatory and industry examinations on behalf of the Monetary Authority of Singapore and related entities.

Role Responsibilities

• Lead and oversee the design, development, and execution of regulatory and industry examinations within the financial sector.
• Collaborate with a wide range of specialists including study guide authors and examination content experts to create, review, and update study materials and test questions ensuring their quality and relevance.
• Perform thorough reviews of examination content and study guides to maintain accuracy, up-to-date relevance, and effectiveness in meeting regulatory standards and industry requirements.
• Conduct investigative measures and surveillance activities to uphold the integrity and fairness of examinations.
• Manage exam-related systems, including content publication and maintenance on testing platforms.
• Support examination administration by managing candidate inquiries and ensuring a positive examination experience.
• Evaluate and improve exam policies, frameworks, and procedural workflows to optimize operational efficiency and effectiveness.
• Analyze examination data to glean insights that inform governance, enhance exam quality, support operational planning, and drive continuous improvement initiatives.

Qualifications and Skills

• Educational and professional background in banking, economics, or finance with relevant experience in the financial services or learning and development sectors.
• Familiarity with treasury and capital market products and understanding of regulatory guidelines governing Singapore's capital markets is advantageous.
• A minimum of three years in exam development or instructional design roles.
• Highly motivated, resourceful, and goal-driven with exceptional problem-solving abilities.
• Strong analytical capabilities for evaluating examination data to support assessment validity, operational efficiency, strategic management, and reporting needs.
• Excellent research, written communication, presentation, and stakeholder management skills.
• Proficient in verbal and interpersonal communication, capable of engaging effectively with senior industry leaders.
