Overview
MOBCO Group is looking for a seasoned Local Content Engineer to join their Riyadh team. This role focuses on overseeing the monitoring, evaluation, and reporting of the proportion of local content deployed within construction projects, ensuring adherence to Saudi Local Content guidelines and client contracts.
Key Duties
- Track and assess the percentage of local content achieved in active projects.
- Create and upkeep local content documentation aligned with project and client criteria.
- Audit procurement documents including purchase orders, invoices, and supplier materials to confirm local content authenticity.
- Evaluate the use of locally produced materials, goods, services, and subcontractors.
- Guarantee conformity with Local Content and Government Procurement Authority (LCGPA) rules and related regulations.
- Collaborate closely with Procurement, Commercial, Technical Office, Finance, and Project divisions to maximize local content results.
- Examine tender paperwork and assist bid efforts by generating local content analyses and compliance documentation.
- Identify and pursue opportunities for enhancing local content over the course of projects.
- Compile regular management summaries on local content outcomes and key performance metrics.
- Assist with internal and external audit processes pertaining to local content adherence.
- Create and manage databases for vetted local suppliers and manufacturers.
- Ensure thorough record-keeping to substantiate local content claims throughout project execution.
Required Qualifications
- Degree in Civil, Mechanical, Electrical, Industrial Engineering, or related engineering fields.
- Certifications in Procurement, Supply Chain, or Local Content management are advantageous.
- Minimum 12 years of experience in the construction sector.
- Demonstrated expertise in Local Content Management, Procurement, Commercial functions, or Contract management on major construction or infrastructure projects.
- Intimate familiarity with Saudi Local Content rules and LCGPA standards.
- Experience in preparing local content metrics, compliance documentation, and audit support.
- In-depth understanding of construction materials, purchasing workflows, and supplier assessments.
- Proficiency using ERP platforms (preferably Oracle ERP) and Microsoft Office tools.
- Strong skills in analysis, reporting, negotiation, and communication.
- Capable of effective coordination with various stakeholders across departments.
- Availability to start immediately or with short notice.
