Interdisciplinary Planner/Engineer

Position Overview and Duties

This role involves serving as an integral member of the Master Planning Division team, primarily managing the Fort Campbell Master Plan. Responsibilities include breaking down planning projects into manageable components for personal or team execution and collaborating closely with clients to develop viable solutions to multifaceted planning challenges. These challenges often involve balancing land use conflicts, development proposals, socioeconomic impacts, and environmental restrictions.

This position also entails forecasting space and facility needs to identify shortages and recommending equitable allocation of available space. Work is coordinated in partnership with Public Works Engineering to plan and advocate for necessary infrastructure upgrades to maintain a secure, efficient, and current installation environment. Additionally, the incumbent is responsible for preparing budget estimates for planning, engineering, and design services execution.

Employment Requirements and Qualifications

Conditions of employment: Appointment may depend on passing a background suitability or fitness evaluation and requires maintaining eligibility for a Secret security clearance throughout employment. A probationary period of one year applies unless previously completed under federal regulations, during which termination rights are limited.

Minimum Qualifications: Candidates must satisfy one of the following educational and experience criteria:

• A bachelor's or higher degree in engineering from an ABET-accredited program or one with a curriculum including differential and integral calculus plus advanced courses in at least five core engineering science or physics subjects such as statics, thermodynamics, fluid mechanics, or electrical circuits.
• A combination of education and experience demonstrating comprehensive knowledge of physical and mathematical sciences fundamental to engineering, evidenced by professional registration/licensure (EI, EIT, PE), passing the Fundamentals of Engineering exam, specified academic coursework, or related degrees supplemented by at least one year of supervised professional engineering experience.
• For community planners, a bachelor's degree in community planning or related disciplines with specific course requirements and possibly combined experience in supervised community planning roles.
• For architects, a degree focused on architectural design and related disciplines, or equivalent combination of education and experience demonstrating proficiency in architecture principles and practice.

Foreign educational credentials must be evaluated for equivalency to U.S. accredited programs.

Specialized Experience: For GS-11 level, candidates need one year of experience performing studies on planning, architecture, and engineering for land uses and facilities and assisting with preparation of construction cost estimates and economic analyses. For GS-12, one year of experience is required in master plan development and management, evaluating construction and renovation plans for major installations or communities, and reviewing engineering project plans and facility requirements for accuracy.
