Job description

Overview

The National Institute of Standards and Technology (NIST) seeks a Training Officer within its Office of Human Resources Management to manage and coordinate leadership as well as employee development initiatives. This role covers programs for staff, supervisors, and external vendors.

Key Responsibilities

  • Act as the primary Training Officer and program manager for the Commerce Learning Center and its learning systems at NIST.
  • Coordinate and administer development and training programs supporting employees and leadership.
  • Represent HR training on various committees and task forces.
  • Serve as the liaison to the Department of Commerce (DOC).
  • Assess and analyze existing training processes to identify areas requiring enhancement.
  • Formulate innovative policies, strategies, and procedures to improve HR development program effectiveness.
  • Conduct thorough research to ensure HR strategies align with current industry trends and data.
  • Exercise sound judgment in ambiguous situations, setting a standard for similar administrative roles within the organization.
  • Provide high-impact recommendations based on evaluations that influence senior management decisions on HR policies and training programs.

Qualifications and Experience

  • At least one year (52 weeks) of specialized experience comparable to GS-13 level or equivalent, involving development and implementation of employee training programs.
  • Experience conducting training needs assessments and crafting tailored program content.
  • Proficiency in performing in-depth research and data analysis centered on employee development and presenting insights that inform decision-making.
  • Ability to establish and sustain partnerships with management, vendors, and cross-functional teams; capable of coordinating initiatives, negotiating, and building consensus.
  • Relevant experience encompasses both paid employment and volunteer work, including service through national programs such as Peace Corps or AmeriCorps.
