Overview
The Department of Social Services (DSS), comprising the New York City Human Resources Administration (HRA) and Department of Homeless Services (DHS), is dedicated to reducing poverty and homelessness through essential benefits and innovative solutions. The Information Technology Services (ITS) division supports these agencies by developing and maintaining technology infrastructure and applications targeted at client eligibility, case management, housing, employment services, and personnel systems.
Role Summary
ITS seeks a skilled IT Project Specialist to serve as a Tester/Analyst. This role involves conducting comprehensive software quality assurance testing emphasizing automation and performance across multiple SDLC methodologies such as Waterfall, Agile, and Hybrid Agile. The specialist will support HRA, DSS, and DHS programs by providing functional automation, load, and performance testing for both web and mobile platforms.
Key Responsibilities
- Perform software quality assurance testing using various techniques to ensure robust quality for IT applications.
- Deliver testing coverage across multiple program areas, including web-based and mobile frameworks, supporting functional automation and performance/load testing initiatives.
- Collaborate with Product Managers, Developers, and Business Analysts to formulate effective test strategies for digital and data product releases.
- Engage with business units for thorough information gathering, quality management resource coordination, and project prioritization.
- Develop and deploy new technology systems aimed at enhancing service delivery for clients and staff, such as Streamline POS for SNAP, AHRA, and Fair Fares.
- Work closely with project leads from design, development, infrastructure, and implementation teams to ensure on-schedule delivery of software meeting performance expectations.
- Create detailed automation and performance test cases that comprehensively evaluate functional and non-functional requirements derived from user stories and technical documentation.
- Estimate testing timelines accurately and collaborate with fellow QA Analysts and developers to continuously enhance testing capabilities on systems like WMS, POS, Streamline POS, AHRA, and Mobile POS.
Working Hours
Monday through Friday, 9:00 AM to 5:00 PM.
Minimum Qualifications
- A bachelor's degree from an accredited institution in computer science, engineering, human-computer interaction, interactive media, digital and graphic design, data visualization, communication, or a related discipline, plus four years of relevant full-time experience with specialization in a related technology, process, methodology, or domain.
- Alternatively, an associate degree in the aforementioned fields coupled with six years of relevant experience.
- Or a bachelor's degree in any discipline with eight years of pertinent experience.
- Equivalent combinations of education and experience are also acceptable.
Preferred Qualifications
- Experience as a QA Manager or Senior QA Engineer within a technology or development setting.
- Expertise in advising on industry standards and creating performance testing protocols.
- Administrative proficiency with issue tracking systems such as JIRA, Quality Center (QC), and ServiceNow.
- Outstanding interpersonal, organizational, and communication skills.
- Advanced experience in load and performance testing.
- Proficiency with Azure DevOps and Customer Relationship Management (CRM) systems.
- Ability to multitask effectively and proactively in dynamic work environments.
- Knowledge of various project lifecycle methodologies including Waterfall, Agile, and Hybrid models.
- Demonstrated capability to lead major development projects within rapid-paced environments.

This public-sector position might qualify for federal Public Service Loan Forgiveness and state repayment assistance programs. Residency in New York City is not mandatory.
