Job Overview

The Superintendent for HSSEQ provides proactive leadership and operational oversight to ensure robust health, safety, security, environmental, and quality standards across a specified segment of the marine fleet. This role serves as the vital connection between the Head of HSSEQ and vessel HSSEQ Managers, ensuring uniform deployment of the Integrated Management System (IMS) throughout assigned vessels, improving performance, and guaranteeing adherence to key international and industry standards such as ISM, ISPS, MLC, MARPOL, ISO 45001, 14001, and 9001.

Core Duties

  • Take full responsibility for segment-wide HSSEQ performance metrics including TRIR, LTIF, near-miss reporting rates, audit closures, and environmental incident management.
  • Continuously update and manage a dynamic risk register for the fleet segment covering geographic, operational, and asset-specific risks.
  • Develop and implement a scheduled program of both announced and surprise vessel visits, safety inspections, internal ISM audits, and ISPS security checks, ensuring each vessel is visited at least once every six months.
  • Lead and mentor offshore HSSEQ officers and vessel masters by providing technical assistance, constructive feedback, and support during incident investigations, permit-to-work audits, safety culture initiatives, and interactions with client HSSE teams.
  • Confirm that all offshore HSSEQ and vessel safety personnel meet the necessary segment-specific competencies including dynamic positioning, heavy-lift operations, and anchor handling safety requirements.
  • Oversee and directly manage investigation and escalation of serious incidents and environmental breaches, applying structured investigation methods such as TapRooT and 5-Why analysis.
  • Review all reported incidents from vessels to assure comprehensive root cause analysis and implementation of systemic corrective measures before forwarding reports to senior HSSEQ leadership.
  • Monitor and chase closure of all corrective actions identified across the fleet segment, escalating non-compliance where necessary.
  • Serve as the primary HSSEQ liaison with client health, safety, security, and environment teams in the segment, handling pre-qualification, tender responses, audit presentations, and facilitating joint safety and verification campaigns.
  • Act as designated or alternate Designated Person Ashore (DPA) for vessels if qualified, ensuring maintenance of certificates such as Class, Flag state, Oil Major certifications, and Document of Compliance extensions.
  • Coordinate readiness for external audits including Flag State, Classification Society, Oil Majors, and ISO certifications by conducting pre-audit vessel assessments and briefing on findings.
  • Track environmental performance metrics like carbon intensity index, oil-in-water exceedances, waste segregation compliance, and NOx/SOx emissions, driving ISO 14001 initiatives to improve sustainability measures.
  • Review feedback related to customer satisfaction focusing on quality, detecting recurring non-conformities within the segment for continuous improvement.

Qualifications & Experience

  • A bachelor's degree in Nautical Studies, Engineering, or a relevant field is required.
  • Certificate of Competency (COC) for Class 1 Master or Engineer is essential.
  • A minimum of 10 years’ professional experience in maritime operations or health, safety, environment, and quality management is preferred.
