Job description
Role Overview
As a crucial member of the performance management team at the Ministry of Digital Development and Information (MDDI), you will lead efforts to implement the agency's performance management framework ensuring a fair and consistent appraisal process. Your responsibilities will extend to supporting and driving talent management strategies to support workforce development throughout MDDI.
Key Responsibilities
- Develop and periodically review internal performance management guidelines to align with the Civil Service framework, ensuring rigour and equity.
- Execute the full annual Ranking and Promotion cycle, including data preparation, facilitation of ranking discussions, and submission of documentation to Personnel Boards.
- Offer expert advice to various divisions on performance appraisals, rankings, and management processes.
- Manage the simulation exercise for Performance Bonus (PB) calculations and oversee administration of PB disbursements.
- Coordinate the annual Merit Increment and Promotion Increment processes.
- Maintain and ensure accuracy of the internal talent database to act as the definitive source for workforce data, including data reconciliation and resolving discrepancies.
- Collaborate with HR Business Partners and People Analytics to design and refine an internal talent dashboard emphasizing key metrics such as headcount, attrition, skill gaps, high-potential talent identification, and succession pipelines.
- Implement role-based access controls and continual improvements for the talent dashboard to suit diverse user needs, uphold governance and data privacy standards through regular data refreshes and quality assurance.
- Support the MDDI Family Talent Development Committee and HR Leaders meetings by managing scheduling, agenda setting, minute taking, and tracking action items to completion.
- Lead discussions on talent development by synthesizing input from HR leaders and senior stakeholders and converting committee resolutions into actionable initiatives across the agency network.
Candidate Qualifications
- Possess 3 to 5 years of relevant HR experience with a focus on performance management and talent development.
- Demonstrate integrity and sound judgement when managing sensitive human resource issues.
- Display excellent analytical, communication, and stakeholder engagement skills.
- Highly proficient with Microsoft Office Suite, with advanced skills in Excel.
- Detail-oriented with the ability to manage multiple tasks efficiently and meet stringent deadlines.
- Interested in employing technology and artificial intelligence innovations in HR practices.
- Strong team collaborator with initiative and a results-driven mindset.
- Adaptable, resourceful, and comfortable working in a fast-evolving environment.
