Team Overview
You will be part of the HQR team, responsible for maintaining and improving the software systems supporting the Hospital Quality Reporting program at the Centers for Medicare and Medicaid Services (CMS). These systems enable thousands of hospitals nationwide to submit quality measure data that reflects the care beneficiaries receive. Our team continuously modernizes these platforms, reduces provider burden, and cuts costs for CMS by leveraging human-centered design, service design, product management, and engineering excellence. Our ultimate focus is empowering providers to improve patient care quality and safety.
Role Summary
As a Product Manager I, you will play a critical role in supporting delivery and evolving product strategy on a distributed team serving a federal agency client. You will be an emerging leader developing your technical product management skills, honing consulting instincts, and cultivating cross-functional and stakeholder engagement capabilities. Supported by your manager and senior colleagues, you will meaningfully contribute to product direction, build client and team relationships, and progressively take ownership of discovery, requirements, and delivery outcomes.
Qualifications
- Bachelor's degree or equivalent experience
- At least 2 years of relevant product management experience in agile, cross-functional teams
- Experience acting as a Scrum Master in a software development environment
- Proficiency with Agile frameworks and coaching peers on agile principles
- Familiarity with tools such as Atlassian Jira and Confluence
- Strong written and spoken English skills
- Authorization to obtain and maintain U.S. Public Trust clearance (U.S. residency and citizenship or green card required)
- Expertise in requirements management lifecycle—defining, writing, testing requirements and acceptance criteria
- Strong communication and relationship-building skills in complex stakeholder environments
- Ability to thrive and drive progress in ambiguous, dynamic settings
- Consulting or client-facing contracting experience
- Experience overseeing complex systems and lower environments
- Risk identification and mitigation capabilities
- Capability to represent the team as a trusted advisor regarding product vision and roadmaps
- Skill in deriving accurate business value and managing tradeoffs for stakeholders
Preferred Skills and Experience
- Healthcare industry or CMS experience
- Experience with multiple Scrum teams across various organizational contexts
- Basic understanding of development platforms like Salesforce, Java, web technologies, and cloud
- Exposure to DevSecOps/DevOps pipelines and tools
- Excellent communication skills to articulate complex technical issues to non-technical audiences
- Experience in fast-paced, collaborative remote environments
- Formal training in agile frameworks such as SAFe
- Background in startups or rapidly growing small businesses
- Experience in government, federal consulting, or professional services
- Development of digital healthcare technology products and services
- Knowledge of federal healthcare regulations, accessibility (Section 508, WCAG), data standards (FHIR, eCQMs), and compliance (FedRAMP, ATO)
- Experience with quality reporting, payment models, and healthcare transparency programs
- Two or more years on remote teams
