Product Manager

Role overview

This position is for a Product Manager within an information technology consulting environment in Singapore. The role is based at City Hall and follows a 5-day work week from Monday to Thursday, 8:30 AM to 6:00 PM, and Friday, 8:30 AM to 5:30 PM. The arrangement is a 1-year contract with the possibility of a 1-year extension. Compensation includes a basic salary plus a completion bonus.

What you will do

• Work with the Product Owner and key stakeholders to shape the product vision, mission, and roadmap, then drive delivery.
• Spot opportunities for digital change and contribute to market launch plans.
• Oversee the product budget, assist with funding submissions, and track expenditure.
• Apply design thinking approaches to uncover gaps and build practical solutions.
• Carry out user research and experimentation to confirm ideas and enhance the user experience.
• Study the government landscape and evaluate available solutions against one another.
• Build data analysis and insights to support product and business decisions.
• Handle project scope, budget, timelines, and reporting for both development and maintenance work.
• Coordinate vendors and work closely with application, infrastructure, business, procurement, and finance teams.
• Support IT procurement activities and ensure service level agreement requirements are met for projects and incidents.
• Lead requirements gathering and review key deliverables such as functional specifications, test plans, test outcomes, user guides, and related documents.
• Organize and coordinate user acceptance testing, security testing, performance testing, training, and rollout activities.
• Make sure the product is prepared for deployment and operational use.
• Review improvement requests and coordinate maintenance work with support teams.
• Follow IT governance, quality, and security standards.
• Take on other assigned tasks as needed.

Requirements

• A tertiary qualification in a relevant discipline and at least 3 years of experience in product management or a closely related function.
• Practical experience across the full product lifecycle, including product management, IT business analysis, solution design, and testing.
• Comfort with modern delivery approaches such as Agile, Cloud, Design Thinking, and product-centric development.
• Ability to analyze data, interpret product metrics, and use findings to guide decisions.
• Hands-on experience with AWS services such as EC2, S3, RDS, Lambda, and CloudWatch for deployment, operations, and scaling.
• Experience working with Salesforce tools, including Salesforce Service Cloud and Agentforce, across implementation, setup, integration, workflow automation, and reporting.
• Good awareness of current product practices, trends, and technologies.
• Professional certifications such as PMP, CITPM, Certified Scrum Master, or an equivalent credential are an advantage.
• Background in government projects and vendor coordination will be an added plus.

Additional information

This is a full-time onsite role. The package is structured as a basic salary with a completion bonus. The contract runs for 1 year with an option to extend for another year.
