Job Overview
The Procurement Officer will be responsible for managing all procurement and logistics activities for the Strengthening Infectious Disease Detection Systems (STRIDES) project in Ghana, ensuring compliance with FHI 360's procurement policies and donor regulations. This role involves coordinating supply chain functions, developing standard procurement processes, and collaborating with multiple departments to streamline operations and improve efficiency.
Key Responsibilities
- Implement and maintain FHI 360 Ghana Country Office procurement policies and procedures.
- Manage the procurement and inventory of office supplies, equipment, software, medical devices, and pharmaceuticals for domestic and country operations, adhering to FHI 360 and donor guidelines.
- Ensure compliance with procurement policies of FHI 360 and donors at all times.
- Coordinate with finance, administration, and programs for internal controls, vendor payments, and complete audit documentation.
- Develop and standardize protocols for logistical processes like procurement requisition and commodity dispatch.
- Maintain accurate asset and inventory registries at headquarters and field locations, including allocation, maintenance, and disposal as per donor regulations.
- Ensure logistics activities comply with USG export compliance and destination country import/custom regulations.
- Collaborate with headquarters to identify operational bottlenecks and design solutions for improved administration.
- Maintain transparent and responsive procurement processes.
- Support development and implementation of logistics plans, budgets, and procedures aligning with customer needs within budget limits.
- Communicate and coordinate with requesting staff and programs regarding orders and delivery of supplies.
- Prepare financial reports and reconcile inventories in collaboration with the procurement team.
- Assist procurement and finance teams to ensure timely delivery, payment of purchase orders, and accurate account maintenance.
- Maintain supplier databases and stay informed about local market conditions.
- Manage and update the procurement tracker for FHI 360 Ghana Country Office and projects.
- Perform any additional duties assigned by supervisors.
Required Knowledge and Skills
- Strong understanding of procurement, budgeting, and supply chain management best practices.
- Comprehensive knowledge of procurement and logistics standards and policies.
- Familiarity with company policies on budgeting and contracts.
- Working knowledge of United States Government procurement policies and regulations.
- Experience managing security protocols relating to staff and supplies.
- Skilled negotiator with experience establishing contracts and managing vendors across diverse locations.
- Knowledge of international donor procurement regulations and understanding of USG compliance essential.
- Expertise in fraud detection and investigative techniques.
- Excellent written and verbal communication skills in English.
- Aptitude to work in insecure environments with limited infrastructure and resources.
Educational Qualifications
- Bachelor's degree or equivalent in Supply Chain, Logistics, Economics, Finance, or Business Administration is required.
- Advanced degree such as a Master's is preferred.
- Additional certifications or qualifications in business management, logistics, or supply chain management are advantageous.
Experience
- Minimum of 5 years’ experience managing logistics and operations in emergency settings, with strong knowledge of Ghana’s public procurement laws and various donor requirements, especially from U.S. government agencies.
- Preferred experience in setting up new projects or operations in emerging countries.
- Proficient in database management software and online research tools.
- Demonstrated cultural sensitivity and understanding of political, ethical, and contextual considerations in assigned areas.
- Proven experience managing vendors and teams, with professional communication skills.
- Prior experience in NGOs, government bodies, or private sector engaged in humanitarian or related fields preferred.
- Previous management experience is desirable.
Additional Information
The expected annual salary range for this position is USD 9,000 to 13,000, with offer considerations based on experience, education, internal pay equity, market standards, and budget constraints. Salary adjustments follow organizational promotion policies.
