Role Overview

The Procurement Officer role involves delivering expert guidance on procurement best practices and managing procurement procedures for a wide variety of goods and services, including IT-related purchases. Key Responsibilities

  • Efficiently procure goods and services in alignment with Queensland Procurement Policy and TAFE Queensland guidelines, focusing on cost-effectiveness, timeliness, quality, fairness, and client satisfaction.
  • Support procurement planning through supplier research, market and risk analyses, and strategic development.
  • Prepare and structure requests for quotes and invitations to offer, establish evaluation criteria, manage offer processes including evaluations, negotiations, contract drafting, and contract administration.
  • Contribute to refining purchasing policies, guidelines, and workflows to align with strategic and operational goals.
  • Operate within purchasing delegations, adhering to established rules and accountability frameworks.
  • Engage in forward procurement planning by analyzing spend data and collaborating with clients to capture requirements.
  • Assist in creating contract management documents and advising contract owners on maintaining supplier performance and contract integrity.
  • Conduct regular audits and analyses of procurement methods to ensure compliance and effectiveness.
  • Provide clients with timely and precise advice regarding all procurement and purchasing activities.
  • Identify and implement improvements to purchasing approaches to reduce costs and enhance efficiency.
  • Deliver high-level support to the Procurement Team Leader and contribute actively within the procurement team.
  • Conduct research related to business functions, ensuring daily operations align with organizational objectives.

Candidate Evaluation Criteria

  • Proven capability to manage comprehensive procurement processes end-to-end, including invitations to offer, quotations, evaluations, awards, and contract formulation across diverse industries and product categories.
  • Strong teamwork skills involving analysis of workflows, delivering on-the-job training, and staff development support.
  • Effective communication and interpersonal abilities enabling strong relationships with clients, stakeholders, colleagues, and management; capable of advising on procurement policies and requirements.
  • Proficiency with multiple software tools such as word processors, spreadsheets, databases, and finance systems pertinent to procurement operations.
  • Demonstrated initiative and adaptability in a dynamic and evolving workplace setting.

Preferred Qualifications and Experience

  • Level 2 (Intermediate) Queensland Government Procurement Certification and Level 3 Diploma in Procurement and Contracting or equivalent certifications.
  • Prior procurement experience within the Queensland State Government sector.
  • Familiarity with Technology One software products is advantageous.
