About IBF
The Institute of Banking and Finance (IBF) Singapore serves as the primary agency to enhance workforce skills and coordinate financial services industry transformation, crucial for Singapore's status as a global financial hub. Collaborating with industry players, government bodies, and educators, IBF enables finance professionals to build capabilities that align with industry growth. Since 2020, IBF has acted as the Jobs Development Partner for the financial sector as designated by the National Jobs Council.
IBF leads initiatives to keep the financial workforce agile amid evolving trends. This includes career conversion programs aimed at re-skilling finance professionals and developing fresh talent pipelines. It also offers customized career advising for individuals seeking roles or transitions into financial services.
As the national accreditation and certification entity for financial competencies, IBF sets standards and elevates quality using the Skills Framework for Financial Services. Working jointly with government agencies, financial institutions, and trainers, IBF fosters a robust learning ecosystem. Furthermore, it administers regulatory and industry examinations on behalf of the Monetary Authority of Singapore and in-house standards.
Role Responsibilities
- Coordinate internal teams and external vendors to execute projects seamlessly
- Ensure timely delivery of projects within scope and budgetary constraints
- Define project scopes and objectives, involving all participants and ensuring technical feasibility, scalability, and compliance with governance policies including enterprise architecture and IT security
- Develop and maintain detailed project plans to monitor progress
- Acquire strong understanding of business functions and their applications
- Manage budgeting, cost forecasting, and procurement processes related to projects
- Implement rigorous system quality assurance through effective testing, issue monitoring, and swift resolution within set timelines
- Provide timely progress and incident reports to management
- Maintain strong communication and relationships with all project stakeholders
- Identify potential risks and propose mitigation strategies
- Oversee vendor management in line with company policies and guidelines
- Ensure comprehensive documentation for all projects is maintained
- Administer contract management activities to guarantee service continuity
Candidate Requirements
- Educational background in Computer Science or related IT discipline
- Project management certifications such as PMP, CITM, CSM, or PRINCE II preferred but not mandatory
- A minimum of three years' experience managing IT projects
- Technical expertise with hands-on experience in software development, web, and mobile technologies
- Strong verbal and written communication skills with an ability to engage diverse stakeholders effectively
- Proven negotiation skills and proficiency in managing outsourced vendors
- Self-driven, proactive, and capable of working independently
- Candidates lacking formal qualifications but possessing relevant experience are encouraged to apply
