Role Overview
The HVAC Technician Sub-Amp serves as a subject matter specialist providing expert advice to AMP Managers along with operational and engineering teams to oversee the lifecycle management, maintenance, repair, compliance, and refurbishment of mechanical and HVAC systems in facilities. This involves handling systems according to standards such as NISTIR 6389 and UNIFORMAT II, covering cooling, heating, ventilation, and elevators. The position supports the Air Force Contract Augmentation Program (AFCAP) and is based at Al Udeid Air Base in Doha, Qatar.
Key Responsibilities
- Provide expert guidance to AMP Managers and operations/engineering personnel for optimal investments in system maintenance and upgrades.
- Advise on the operation, maintenance, repair, compliance, sustainment, and recapitalization efforts for facility mechanical and HVAC assets aligned with FYDP+3 planning.
- Support design preparation for new construction, renovations, and facility improvements.
- Offer technical direction for the Mechanical Distribution Sub-AMP, which manages lifecycle portfolios including natural gas, fuels, steam, hot water distribution up to five feet into structures, HVAC systems, and mechanical rooms.
- Assist in development of infrastructure plans for fuel and HVAC systems within the FYDP+3 framework.
- Provide oversight for Mechanical Systems Sub-AMP assets consistent with relevant mechanical system standards.
- Apply traditional engineering methods to adapt design calculations, drawings, and specifications supporting project goals.
- Conduct selected construction inspections, quality control, and review submittals beyond typical construction manager expertise.
- Contribute to cost estimation and scheduling efforts.
- Prepare technical correspondence, reports, contract documents, fact sheets, status updates, and final construction drawings geared for bidding.
- Adhere to health, safety, and environmental standards, fostering a secure work environment.
- Serve as Alternate BUILDER database Point of Contact (POC), managing and ensuring data accuracy, integrity, and currency for facility inventory.
- Maintain synchronization between BUILDER database and Air Force Accountable Property System of Record (APSR), NexGen IT.
- Track facility inventories including Real Property Unique Identifiers (RPUIDs) and update detailed records as required.
- Perform condition assessments for facility systems and update component-section evaluations.
Required Qualifications and Skills
- Equivalent to Air Force minimum 5-level certification or similar, with at least 5 years of HVAC maintenance, repair, and installation experience.
- Completion of specific Air Force Institute of Technology (AFIT) courses: WENG 200 (Scoping & Estimating), WMGT 231 (SMS Builder Level 2 with Assessor Rights), and WMGT 417 (Activity Management) within first opportunity post-hiring.
- Preferred experience with Repair & Overhaul (R&O) and NexGen systems.
- High school diploma or equivalent practical training and experience.
- Experience working with project development, contracting, and construction documentation.
- Proficiency with Microsoft Office suite, including Project.
- Strong English communication skills in reading, writing, and speaking.
- Ability to collaborate effectively within diverse teams.
- Excellent problem-solving capabilities and sound judgment.
- Must obtain and maintain a Secret US Government Clearance, requiring US citizenship.

- Valid driver’s license or international license and a US passport required.
- Previous overseas government contracting experience preferred.
