Clinical Operations Specialist

Overview

The Clinical Operations Specialist plays a key role in assisting with the creation and rollout of the company's clinical compliance programs, ensuring strict conformity with applicable federal and state regulations as well as internal guidelines. This role acts as a resource for understanding EMS regulatory criteria and supports the establishment of compliant clinical and operational standards across the organization. Collaboration with leadership in clinical, operational, and administrative teams is essential to identifying risks, establishing corrective measures, and fostering a proactive culture focused on accountability, transparency, and ongoing improvements.

Key Duties and Responsibilities

• Interpret and enforce EMS regulations at local, state, and national levels.
• Investigate any compliance deficiencies, create corrective strategies, and conduct training across teams to remediate gaps.
• Maintain up-to-date expertise on healthcare compliance laws regulating ambulance services.
• Manage preparation and submission of regulatory documentation and reports.
• Conduct risk evaluations and lead initiatives to enhance compliance standards.
• Design, execute, and sustain the EMS compliance program throughout the organization.
• Analyze regulatory mandates and convert them into clear policies, protocols, and guidelines for clinical and administrative use.
• Conduct scheduled policy reviews to assure ongoing compliance with changing regulations.
• Serve as the main liaison during regulatory inspections, audits, and investigation inquiries.
• Prepare necessary documentation and train staff for state inspections, external audits, and accreditation assessments.
• Perform compliance risk analysis and identify vulnerabilities within operational processes.
• Create and apply corrective action plans to close compliance gaps.
• Incorporate compliance audit results into the organization's Quality Management system.
• Develop and manage credentialing procedures aligning with regulatory expectations.
• Oversee compliance aspects tied to reportable events and regulatory notifications.
• Undertake special assignments as necessary.

Required Knowledge and Skills

• Comprehensive understanding of EMS regulatory frameworks.
• Strong organizational capabilities combined with excellent communication and time management.
• Proficient in Microsoft Office suite and EMS-specific recordkeeping tools.
• Flexible availability to respond to deployments and emergency situations.
• Familiarity with ICS/NIMS frameworks and operational principles.

Work Environment and Physical Requirements

• Adaptability to fast-paced and high-pressure settings.
• Ability to work independently with limited oversight.
• Skill in prioritizing multiple demands in dynamic conditions.
• Sound judgment and discretion in decision-making.
• Availability for on-call and after-hours duties during emergencies.
• Primarily remote work with occasional deployment to field locations.
• Exposure to challenging weather or disaster environments during site visits.
• Travel required periodically for educational purposes.
• Competence in using standard office devices such as computers, telephony, printers, scanners, fax, and compliance software.
• Effective verbal communication and auditory perception abilities.

Mandatory Qualifications

• Current State Emergency Medical Technician certification.
• Administrator of Record designation achievable within 12 months.
• Between 3 to 5 years experience working in EMS with at least 1–2 years in a supervisory, compliance, or quality assurance capacity.
• Working knowledge of state EMS regulatory requirements and compliance standards.
• Completion or capability to complete NIMS/ICS courses 100, 200, 700, and 800 within six months.
• Familiar with EMS documentation systems, Microsoft Office tools, and compliance monitoring platforms.
• Valid Texas driver’s license with a good driving record acceptable for insurance purposes.

Preferred Credentials

• Certification as a Texas State Paramedic.
• Associate degree in EMS, Healthcare Administration, Business, Education, or related field.
• Experience managing clinical credentialing procedures.
• Background in state or federal compliance reporting.
• Experience overseeing compliance programs.
• Knowledge of accreditation standards relevant to EMS services.
