Test & Commissioning Manager

Role Overview

The Test & Commissioning Manager oversees the planning, execution, and management of testing and commissioning activities related to smart city software platforms and deployed field hardware. This leadership role involves guiding internal testing teams and managing external vendors to ensure the delivery of integrated systems that meet schedules, quality standards, and comply with technical and regulatory requirements.

Main Responsibilities

• Design and implement comprehensive testing and commissioning plans for smart city applications, platforms, and on-site hardware.
• Organize and conduct various testing phases including system integration testing (SIT), user acceptance testing (UAT), and site acceptance testing (SAT).
• Create detailed test plans, cases, procedures, and define acceptance criteria to validate all system components.
• Ensure thorough end-to-end validation of the interactions and integrations between software, hardware, networking, and IoT solutions.
• Lead and mentor testers and commissioning engineers, including managing external third-party vendors and system integrators.
• Assign responsibilities, monitor progress, and ensure timely completion of testing activities.
• Serve as the key liaison for testing and commissioning efforts among various stakeholders.
• Supervise testing efforts for diverse smart city solutions such as Building Management Systems, Traffic and Surveillance Management, Lighting, Utilities, Parking systems, command and control platforms, and analytics dashboards.
• Manage the commissioning of on-site devices including sensors, cameras, controllers, communication units, and edge computing equipment.
• Guarantee smooth integration and operation among field devices, backend infrastructures, and cloud services.
• Identify and track defects, risks, and compliance issues while working closely with development, deployment, and operations teams for issue resolution.
• Ensure adherence to project requirements, safety guidelines, and applicable regulations throughout the testing phases.
• Maintain comprehensive documentation including commissioning reports, test outcomes, punch lists, and formal sign-offs.
• Provide frequent updates on testing status and progress to project management and senior leadership.

Required Qualifications and Skills

• Degree in Engineering, Computer Science, Electronics, Information Technology, or a related discipline.
• Minimum of 8 years' experience in testing and commissioning, system integration, or managing extensive technology projects.
• Proven expertise in smart city technologies, IoT platforms, or large-scale software systems.
• Solid practical knowledge of software testing methodologies such as SIT, UAT, regression, and performance testing.
• Experience in commissioning hardware and overseeing on-site deployments.
• Demonstrated capacity to lead cross-functional teams and coordinate with external service providers.
• Strong understanding of networking concepts, API integrations, databases, and overall system integration.
• Excellent skills in communication, coordination, and producing thorough documentation.

Desirable Qualifications

• Experience specifically in government or municipal smart city initiatives.
• Familiarity with cloud infrastructure, SCADA systems, GIS platforms, CCTV, or IoT frameworks.
• Professional certifications in testing, project management, or commissioning are advantageous.
