Position Overview

The State Public Defender leads and manages Minnesota's comprehensive public defense system, ensuring effective administration and oversight statewide. This role involves directing operations; formulating and implementing policies, procedures, and strategic goals; and guaranteeing adherence to standards mandated by the State Board of Public Defense. Reporting to the State Board and as defined by Minnesota Legislature, the position carries broad responsibilities in furthering constitutional legal representation for indigent clients.

About the State Board of Public Defense

An autonomous judicial branch entity, the Board ensures constitutionally guaranteed legal aid to indigent individuals across district and appellate courts. Operating with an annual budget near $167 million and approximately 1,000 staff, the Board handles over 130,000 cases annually, emphasizing client-focused, culturally aware, high-caliber representation. Their strategic focus covers client-centered service, innovative advocacy, ongoing professional training, talent recruitment and retention, and strong collaborations within Minnesota's justice framework.

Key Duties

• Oversee and evaluate Chief District Public Defenders and the Chief Appellate Defender.
• Manage the statewide employee training programs.
• Handle public inquiries about District and Appellate Public Defender activities.
• Act as liaison to courts, judicial administration, and legislative bodies.
• Carry out additional responsibilities assigned by the Board.
• Coordinate policy efforts and activities among Chief District Public Defenders, Administrative Services, and Chief Administrator.

Standards and Compliance

• Implement approved standards for both appellate and district public defenders including staff qualifications, training, and office operations.
• Set caseload guidelines for public defenders.
• Define minimum requirements for appointed counsel under the Board’s jurisdiction.
• Ensure impartial, competent, and efficient client representation in cases involving conflicts of interest.

Required Knowledge and Expertise

• In-depth understanding of legal and policy matters impacting public defenders at state and national levels.
• Strong knowledge of managing public defense programs.
• Familiarity with legislative processes influencing criminal, juvenile law, and public defense agencies within Minnesota.

Critical Skills

• Proven expertise in representing indigent adult and juvenile defendants.
• Experienced in training attorneys specializing in criminal and juvenile defense.
• Competent in public speaking and media engagement.
• Well-versed in governmental agency leadership.
