Job Overview
This role involves initiating and managing supply base operations aligned with long-term strategic goals for a new supply base located at Ras Al Khair Port, Saudi Arabia.
Primary Responsibilities
- Formulate and enhance operational strategies that comply with Saudi Port Authorities, Coast Guards, and Customs (Zakat) office regulations at the port.
- Lead the execution of supply base operations to achieve planned revenue and profit margins for supply base and ship repair services.
- Engage with new clients ensuring customer-focused support for all Marine and Offshore stakeholders operating within Saudi Arabia.
- Understand vessel movement processes in accordance with Port Authority (Mawani) and Coast Guard rules.
- Coordinate with Mawani harbour tugs to facilitate vessel movements efficiently.
- Plan and oversee safe stevedoring operations for handling vessels arriving at the Supply Base.
- Gain knowledge of supply base logistics operational services.
- Supervise project load-out activities involving SPMT/cranes for modules, blocks, and subsea pipelines onto laydown barges.
- Manage interactions with marine warranty surveyors to ensure compliance with sea fastening and load-out protocols.
- Proactively follow up with clients to promote PFMC's capabilities and expand revenue through service support.
- Respond promptly to site inquiries from customers in collaboration with the commercial team.
- Pursue tender opportunities, manage negotiations for contracts and projects with customers and agents.
- Ensure commercial estimators deliver timely tender estimates.
- Maintain client relationships within the port environment.
- Lead the PFMC Operations team to maintain adequate critical inventory levels for materials and consumables.
- Ensure that all internal teams understand and comply with contractual obligations and regulatory requirements.
- Evaluate risks meticulously and offer actionable recommendations based on thorough business situation analysis.
- Support change management initiatives, including negotiation and settlement of change/variation orders with clients.
- Review and provide feedback on existing company procedures and policies related to commercial management for continuous improvement.
Essential Qualifications and Experience
- At least 5 years experience in operations within Saudi Ports or Supply Bases, preferably with strong understanding of Mawani, Coast Guards, and Customs regulations.
- Proficient with Microsoft Office applications including Excel and Word.
- Knowledgeable in SAP Project Management and Microsoft Project tools.
- Experience managing teams effectively.
- Bachelor's degree in Marine Engineering or Naval Architecture.
