Role overview
This position is central to supporting safe, compliant, and efficient movement of workers across Saudi Arabia and the GCC. In addition to day-to-day administration, the role contributes to better business decisions through careful coordination, attention to risk, and ongoing improvements to mobility processes.
Team environment
You will be part of the International Services team and work closely with HR Operations, Compliance, Legal, Recruitment, manpower suppliers, government bodies, and business leaders across Saudi Arabia and the GCC to keep workforce deployment smooth and compliant.
Key responsibilities
- Oversee the complete administration of temporary and contingent workers across Saudi Arabia and the GCC, including onboarding, deployment, transfer, extension, and demobilisation.
- Coordinate mobility and deployment activities while weighing business needs, timing, cost, and compliance obligations.
- Handle visa, work permit, immigration, renewal, extension, and cancellation processes.
- Ensure adherence to Saudi and GCC labour rules, immigration requirements, and internal governance standards.
- Manage Qiwa (Ajeer) activities, workforce registration, and Saudization-related compliance requirements.
- Work with manpower suppliers and recruitment partners to source, verify, and mobilise talent.
- Support onboarding, assignment changes, workforce movement, and exit-related processes.
- Track workforce utilisation, allocation, and mobilisation efficiency to help meet operational demand.
- Keep workforce, visa, supplier, and project records accurate for reporting and decision-making.
- Spot compliance exposures, process weaknesses, and improvement opportunities, while supporting audits and governance tasks.
- Prepare workforce reports, mobility insights, and recommendations to assist workforce planning and business decisions.
- Coordinate with HR Operations, Legal, Compliance, public authorities, and business stakeholders to ensure workforce movement remains smooth and compliant.
What you need
- Background in project-based manpower operations, workforce administration, or mobility-related work.
- Good understanding of Saudi labour law, immigration procedures, and Qiwa (Ajeer).
- Ability to assess alternatives and choose practical options that balance compliance, cost, and operational requirements.
- Strong coordination and stakeholder management capability.
- Excellent attention to detail, with a strong focus on compliance and risk awareness.
- Ability to juggle multiple priorities in a fast-paced environment.
Preferred experience
- Prior work handling contingent or project-based workforce mobilisation.
- Strong judgement in evaluating mobility options and business requirements.
- Hands-on experience with Qiwa, Ajeer, visas, and workforce compliance procedures.
- Collaborative working style across teams and global functions.
- Ability to find workable solutions while balancing compliance, risk, and business priorities.
