Role Overview
This position is responsible for managing and supervising everyday HR operations, employee services, government relations, and the coordination of the company's Taskforce workforce needs. The role ensures efficient delivery of HR operational services, compliance with legal and governmental regulations, and effective management of outsourced manpower according to business objectives, budget constraints, contracts, and company policies.
Key Responsibilities
- Oversee daily HR operations and employee service activities ensuring timely and precise execution.
- Manage all government-related processes including issuance and renewal of Iqamas, visas, work permits, licenses, and employment documentation.
- Build and maintain strong relationships with government bodies, embassies, external agencies, and service providers.
- Guarantee compliance with Saudi labor laws, government requirements, company policies, and standard operating procedures across all HR and government-related functions.
- Develop, review, and enforce policies, procedures, service standards, and internal controls related to HR operations.
- Track and ensure timely renewal of all employee-related documents.
- Supervise authentication and attestation of employee qualifications and official paperwork through appropriate authorities.
- Manage onboarding and offboarding operations, including documentation, government registration, ID cards, site access, and clearances.
- Serve as the primary coordinator for Taskforce manpower needs in collaboration with business units, HR business partners, talent acquisition, finance, procurement, and authorized manpower vendors.
- Validate Taskforce staffing requests to confirm business justification, headcount, duration, location, job category, budget approval, and necessary authorizations before sourcing or mobilization.
- Aggregate Taskforce manpower needs across business segments and devise short- and long-term planning based on operational demands, seasonal requirements, projects, and staff shortages.
- Liaise with procurement and vendors on quotations, contracts, manpower availability, mobilization schedules, replacements, and service levels.
- Monitor the deployment, transfer, replacement, and demobilization of rented personnel aligning with approved requests and operational requirements.
- Ensure all rented employees possess valid legal documents, medical insurance, required qualifications, training, licenses, uniforms, and site access before deployment.
- Maintain comprehensive records for Taskforce employees including vendor details, department, location, job title, start date, contract length, costs, attendance, and employment status.
- Track attendance, overtime, absenteeism, performance, conduct, and vendor compliance in coordination with business units.
- Verify Taskforce invoices, attendance, headcount, overtime, and contract charges before forwarding to finance for payment.
- Analyze Taskforce usage and costs against budgets to identify excess manpower, underutilization, or opportunities to optimize expenses.
- Coordinate replacements or removals of outsourced workers who do not meet operational, performance, conduct, legal, or safety standards.
- Prepare regular reports and dashboards covering HR operations, government transactions, Taskforce headcount, vendor performance, utilization, costs, vacancies, mobilization status, and contract expirations.
- Set and monitor service level agreements and key performance indicators for HR operations and Taskforce vendors.
- Conduct routine supplier performance evaluations and recommend corrective measures, contract enhancements, or alternative manpower options as necessary.
- Support business continuity by ensuring Taskforce availability during peak seasons, urgent needs, and special projects.
- Assess the performance of assigned staff, provide coaching, address gaps, and promote professional development.
- Delegate tasks, prioritize work, oversee team performance, and ensure accurate completion of HR operations within defined timelines.
- Identify and implement opportunities to automate and enhance HR processes, employee services, government transactions, Taskforce monitoring, reporting, and data integrity.
Qualifications and Experience
- Master's or Bachelor's degree in Business Administration, Human Resources, or a relevant discipline.
- 6 to 7 years of professional experience in HR operations or a related field.
