About the Role
The State of Oklahoma's Office of Management and Enterprise Services is seeking a dedicated Construction Project Manager to support its Capital Asset Management (CAM) team. This full-time position offers an annual salary up to $80,000 depending on education and experience, along with substantial leave benefits including 15 days of vacation, 15 days of sick leave, and 11 paid holidays. The role involves a standard 40-hour workweek and continuous employment through at least September 2026.
Key Responsibilities
- Coordinate with agency stakeholders throughout all design, programming, and construction stages for major and minor capital improvement projects.
- Manage capital projects by facilitating meetings with users, consultants, contractors, administration, and other departments; translate project needs into architectural/engineering design programs.
- Monitor project budgets and review and authorize expenditures.
- Administer consultant and construction contracts, oversee project procedures, and conduct formal bid openings.
- Evaluate project drawings, specifications, and documentation to ensure compliance with building standards and requirements.
- Administer on-site project construction, participate in progress and special meetings, and supervise contractor adherence to contract requirements.
- Apply professional construction knowledge and skills during project execution.
- Contribute input and updates to engineering discipline-specific requirements in CAM standards.
- Coordinate with local, state, and federal agencies involved in construction programs.
- Prepare construction and bid documentation including solicitations, manuals, bid tabulations, specifications, drawings, and contract terms; ensure completeness and accuracy.
- Train, develop, and mentor subordinate project managers, assistant project managers, and contract specialists per CAM policies and agency directives.
- Maintain detailed records in the Unifier database including projects, contracts, change orders, pay applications, notes, photos, updates, and invoicing.
- Enhance communication with project managers and construction specialists to improve customer relations and track project schedules.
- Process change orders, contract renewals, authorized payments, and related invoicing for agency submission.
- Review bid tabulations during bid openings in collaboration with contracting officers, document bids, and upload bid information to the online bidding portal.
- Reconcile purchase orders via Peoplesoft with contract documents as required.
- Draft and process requests for architectural, engineering, construction management, and design build solicitations for approval and release.
- Upload project documents to the online plan room.
- Process construction contracts, coordinate signatures from vendors, and request bonds and insurance when applicable.
- Review returned contracts and purchase orders, issue Notices to Proceed following procedures.
- Manage construction project invoices and reporting, communicate regarding overdue invoices, and provide regular reports.
- Scan and archive relevant documents such as contracts, insurance, bonds, emails, correspondence, transmittals, and pay applications.
- Support preparation of monthly metrics and other required reports.
- Perform special projects and other duties as assigned.
- Attend mandatory staff and training meetings.
Work Environment and Physical Requirements
This position predominantly operates in an office setting with about 30% of the time spent outdoors under various weather conditions. While noise levels in the office are typically mild, hearing protection might be necessary at construction sites. Physical demands include standing, bending, crouching, pushing, pulling, lifting and carrying items up to twenty-five pounds, climbing ladders or stairs, and occasional travel within Oklahoma using state vehicles.
Qualifications
- Bachelor's degree in architecture, engineering, or related field plus at least 5 years of progressive, professional experience in commercial or institutional construction design and administration.
- Alternatively, 5 years of relevant experience may substitute for the degree requirement.
- Between 5 and 10 years of post-graduation experience in commercial or institutional construction administration.
- Between 5 and 10 years of architectural or engineering project management experience after graduation.
