Role Overview
Surrey County Council is seeking a dedicated Change Manager to join its Procurement team on a fixed-term contract until March 31, 2027. This position offers an opportunity to contribute significantly to the transformation of local government services across Surrey, particularly during the transition to a unitary local government model.
Work Environment and Benefits

Key Responsibilities
The successful candidate will play a pivotal role in managing procurement changes connected to the Local Government Reorganisation (LGR), handling contracts worth approximately A31.5 billion per year ranging from software to social care services and infrastructure maintenance. They will facilitate the complex transition from a two-tier to a unitary governance structure and collaborate extensively with various stakeholders to ensure a smooth change process.
Candidate Profile and Skills
Applicants should bring a proactive mindset with innovative ideas to improve processes, a strong customer focus, and the ability to work effectively in a busy, supportive team environment. Prior experience in procurement or commercial settings is preferred, along with familiarity with public sector operations.
