Bid Manager - Tendering & Estimation

About the Role

AZAD General Contracting seeks a seasoned Bidding Manager with expertise in Civil and Architectural Engineering to lead its Tendering, Estimation, and Pricing Department based in Riyadh, Saudi Arabia.

Primary Responsibilities

• Oversee the entire tendering, estimation, and pricing activities for civil and architectural projects.
• Accurately develop cost estimates, prepare project budgets, Bills of Quantities (BOQs), and conduct pricing analyses.
• Examine and interpret tender documents, drawings, specifications, and contracts.
• Manage tenders for both governmental and private sector projects, including those through the Etimad Platform.
• Liaise with suppliers and subcontractors to gather and assess competitive bids.
• Identify and evaluate project risks, opportunities, and commercial factors during bid preparation.
• Formulate pricing strategies that balance competitiveness with target profit margins.
• Implement Value Engineering (VE) approaches to optimize project costs without compromising quality.
• Ensure compliance with all tender requirements, regulatory standards, and submission timelines.
• Lead and coordinate the tendering and estimation team effectively.

Qualifications and Experience

• Bachelor’s degree in Civil Engineering or Architectural Engineering.
• Between 10 and 15 years of relevant hands-on experience in Tendering, Estimation, Pricing, or Bid Management.
• Extensive knowledge of civil and architectural construction projects.
• Familiarity with Saudi government and private sector tendering procedures.
• Proficient user of the Etimad Platform for government tenders.
• Strong analytical thinking, commercial acumen, negotiation, and cost control skills.
• Competent with Microsoft Office suite and estimation/pricing software tools.
• Exemplary leadership abilities with experience managing teams.
• Fluency in both English and Arabic communication.
• Capability to perform efficiently under pressure while adhering to strict deadlines.

Preferred Experience

• Previous involvement with large-scale and high-value construction projects in Saudi Arabia.
