Position Overview

This role is based at the Government Affairs Unit of the Maryland State Police in Annapolis, MD. The Administrative Specialist III supports the Unit Director and staff by managing office operations and providing essential administrative and legislative support. The position requires strong interpersonal skills, knowledge of Maryland's legislative processes, and the ability to maintain confidentiality concerning legislative documents such as proposals, fiscal notes, and reports. The specialist will foster professional relationships with elected officials, their teams, other agencies, and the public.

Key Responsibilities

  • Deliver administrative assistance to the Director and Government Affairs Unit using sound judgment and familiarity with departmental policies and legislative procedures.
  • Create and maintain a comprehensive database tracking proposed legislation, update hearing schedules daily, monitor bill statuses, assist in drafting reports for Superintendent, Chief of Staff, and the Governor's office.
  • Prepare weekly hearing schedules and arrange departmental position papers for review and distribution.
  • Ensure legislative committees and officials receive necessary materials including position papers, presentations, and briefs.
  • Monitor committee activities and legislative floor actions, providing timely updates to the Director.
  • Manage fiscal impact statements for bills affecting the department, submitting information to Legislative Services and the Department of Budget Management.
  • Support the Governor's Legislative Office by preparing special reports as required.
  • Keep the legislative tracking system current from bill introduction through final action impacting the department.
  • Attend legislative hearings, record detailed notes, and compile comprehensive summaries of hearings related to department interests.
  • Collaborate on drafting and distributing the department's annual legislative summary report.
  • Perform other duties assigned by supervisory and command personnel.

Minimum Qualifications

  • High school diploma or equivalent certificate.
  • At least two years of administrative, clerical, technical, or secretarial experience.
  • Substitution is allowed: 30 college credits may replace one year of experience; military service as a non-commissioned officer with relevant staff work may substitute year-for-year for experience.

Preferred Qualifications

  • One year of experience working in a legislative agency office or similar environment.
  • Advanced understanding of the Maryland legislative process.
  • Experience with legislative and legal research.
  • Proficiency in creating and managing spreadsheets for tracking project progress.

Licenses, Certifications, and Special Requirements

  • A valid Maryland motor vehicle driver’s license may be required due to duties involving vehicle operation.
  • Applicants must pass an initial drug screening and comprehensive criminal background check. Convictions may result in rejection.

Selection and Examination Process

Only individuals meeting minimum qualifications will be considered. Applicants will be placed on an eligibility list ranked as best qualified, better qualified, or qualified for one year. The examination includes evaluation of education, training, and experience, potentially supplemented by a supplemental qualification form.
