Job description

Position Overview

The Administrative Officer will play a critical role in recommending and establishing administrative and managerial objectives, leading the planning, coordinating, and execution of financial and administrative management within the division. This role includes budget oversight, cost center management, and acting as the main contact for administrative project-related matters such as resource allocation and procurement.

Key Responsibilities

  • Develop and implement administrative goals and management strategies for the division.
  • Manage and coordinate the division’s direct and indirect budget, ensuring alignment with program performance.
  • Oversee cost center administration including reimbursables, direct charges, and payments related to Navy Capital Working Fund operations.
  • Serve as the primary representative for administrative projects, handling resource needs including space, salaries, and procurement activities.

Required Qualifications & Conditions

  • Must be a U.S. citizen eligible for federal employment and participate in direct deposit pay.
  • Pass E-Verify employment verification and, if applicable, meet time-in-grade federal employment requirements.
  • Males born after December 31, 1959, must be registered for Selective Service.
  • Must be able to obtain and maintain interim and/or final security clearance; failure to do so may result in job offer withdrawal or termination.
  • This position is classified as Key/Emergency-Essential, requiring immediate and sustained support for combat operations or vital combat systems.
  • Position may require travel within the continental and outside continental United States, including remote locations, with the ability to travel via military and commercial aircraft for extended durations.
  • Completion of training and maintenance of a government credit card for travel expenses is required.

Experience and Education

Applicants must demonstrate at least one year of specialized experience equivalent to the next lower federal grade (GS-05/10 or NO-02) or equivalent private/public sector experience including:

  • Developing and managing budget and accounting policies in a revolving fund context.
  • Conducting administrative policies and procedures analyses.
  • Managing procurements, contracts, and equipment control within a division.
  • Evaluating financial management procedures.
  • Monitoring office workflows to ensure tasks completion and proper tracking.
  • Effective oral and written communication for integrated advisory and program collaboration.

Alternatively, candidates may qualify based on education with one of the following:

  • Ph.D. or equivalent doctoral degree.
  • Three years of progressive graduate education leading to a doctorate.
  • Master of Laws (LL.M.) if relevant.
  • A combination of graduate education and experience equating to one year of specialized experience.

Education documentation is required when qualifying via academic credentials.
