Test & Commissioning Manager

Role Overview

The Test & Commissioning Manager leads the planning, coordination, and execution of testing and commissioning tasks for smart city software solutions and related field hardware installations. This role oversees both internal testers and external vendors to ensure smooth delivery of integrated systems that adhere to schedule, quality, and all relevant technical and regulatory standards.

Key Responsibilities

• Design and implement comprehensive test and commissioning plans for smart city applications, platforms, and site hardware deployments.
• Organize and manage various testing phases including system integration testing (SIT), user acceptance testing (UAT), and site acceptance testing (SAT).
• Develop thorough test protocols, acceptance criteria, and checklists to verify system readiness.
• Confirm full validation of software solutions, hardware components, networking elements, and IoT integration across the project.
• Lead and mentor a team of testing and commissioning professionals while supervising third-party vendors and system integrators to ensure task completion within deadlines.
• Serve as the main contact point for testing and commissioning activities among all involved parties.
• Supervise testing of a broad range of smart city solutions including building management, traffic control, surveillance systems, lighting, utilities, parking, command and control platforms, and data analytics dashboards.
• Manage installation and commissioning of hardware such as sensors, cameras, controllers, communication devices, and edge computing equipment at sites.
• Guarantee effective integration among field devices, backend infrastructure, and cloud services.
• Identify and track defects, risks, and discrepancies ensuring timely resolution in collaboration with development, deployment, and operations teams.
• Ensure projects comply with all technical specifications, safety protocols, and legal regulations.
• Produce detailed commissioning reports, testing documentation, defect punch lists, and formal approval documents.
• Provide periodic updates on testing progress and outcomes to project leadership and stakeholders.

Qualifications & Skills

• Bachelor's degree in Engineering, Computer Science, Electronics, IT, or a related discipline.
• Minimum of eight years' experience in testing, commissioning, system integration, or managing major technology projects.
• Substantial knowledge of smart city systems, IoT platforms, or large-scale enterprise software solutions.
• Hands-on experience with various software testing techniques including SIT, UAT, regression, and performance testing.
• Practical expertise in commissioning and deploying field hardware on site.
• Strong leadership in managing cross-functional teams and external vendors.
• Sound understanding of networking fundamentals, API usage, databases, and integration architectures.
• Excellent written and verbal communication skills, with strong organizational and documentation capabilities.

Preferred Experience

• Involvement in government or municipal smart city implementation projects.
• Familiarity with cloud computing platforms, SCADA systems, GIS, CCTV infrastructure, or IoT frameworks.
• Certifications related to testing, project management, or commissioning are advantageous.
