Job description

About the Company

Soilbuild Construction Group Ltd is a well-established construction firm in Singapore, with five decades of experience developing awarding-winning infrastructure in the residential, commercial, and industrial sectors. The company is known for its strong focus on sustainability, broad construction expertise—including project management, design and build, turnkey projects, M&E installation, and precast solutions—and advanced digitalization for efficient, safe practices. Subsidiaries such as Soil-Build (Pte.) Ltd and SB Procurement Pte. Ltd are A1-graded by Singapore’s Building and Construction Authority, allowing tenders for high-value public contracts. Soilbuild has also invested in integrating precast and prefabrication technologies, supporting Singapore’s push for a safer, more productive built environment.

Role Overview

The Tendering Manager oversees all commercial, contractual, and financial aspects of construction tenders. This role ensures submissions are rigorous, compliant, and support the organization's business and risk management priorities.

Main Duties

  • Scrutinize Bills of Quantities, costings, and pricing schedules to ensure quality and competitive positioning
  • Assess subcontractor and supplier quotes for technical accuracy and commercial consistency
  • Identify and evaluate key contract risks—such as liquidated damages, payment terms, variation clauses, and design liability—in PSSCOC, SIA, and REDAS contract formats
  • Champion value engineering and development of alternative proposals where appropriate
  • Coordinate with internal departments, including Quantity Surveying, Design, Planning, Procurement, and M&E
  • Supervise the preparation of full tender submissions, construction plans, and supporting documentation
  • Guide post-award reviews, confirming all Letters of Award, contractual documents, and schedules reflect the company’s submitted tender
  • Organize win/loss analyses and oversee thorough handover to project and contracts teams

Required Qualifications and Experience

  • At least 8 years of main contractor tendering and contract management experience in building construction
  • Demonstrated expertise in contract assessment and risk management for major construction projects

Core Competencies

  • Highly developed commercial judgment and risk evaluation ability
  • Exceptional negotiation and clear communication skills
  • Proven leadership for managing both internal and external stakeholders
  • Capacity to remain organized and effective under tight deadlines and intensive workloads
