Overview

The Subcontract Program Manager (SPM) role within the Quantum Sensing Solutions (QSS) division is tasked with overseeing multiple development subcontract agreements supporting critical hardware programs. This position requires managing key strategic suppliers and subcontractors, ensuring their activities align with overall program goals in terms of cost, schedule, and technical metrics. The SPM acts as the primary point of contact for subcontract matters and works collaboratively with cross-functional teams throughout the lifecycle of program execution.

Core Responsibilities

• Lead and manage strategic suppliers and subcontractors integral to major hardware programs.
• Monitor subcontractor performance concerning cost control, scheduling, technical and quality standards.
• Create and implement supplier execution and recovery plans as needed.
• Conduct regular supplier reviews and performance evaluations, escalating issues when necessary.
• Serve as the main subcontract interface within one or more active programs, aligning supply activities with program timelines.
• Coordinate efforts among Program Management, Engineering, Manufacturing, Quality, Contracts, and Finance departments.
• Track subcontractor progress and identify potential risks affecting delivery or quality.
• Contribute to subcontract strategy, lead critical negotiation phases, and manage contract lifecycle events such as awards and closeouts.
• Ensure all customer and regulatory requirements flow down appropriately into contractual agreements.
• Identify, assess, and mitigate supply chain and subcontract related risks; maintain awareness of supplier financial conditions.
• Manage impacts arising from schedule changes, technical difficulties, or quality issues within subcontractor outputs.
• Monitor subcontract budgets and funding, supporting Earned Value Management and cost variance analysis.

Candidate Requirements

• Bachelor’s degree in Engineering (preferred) or equivalent qualifications in Business Management, Supply Chain, Finance, Operations, or Contracts Management.
• Over 10 years’ experience managing subcontract programs or hardware development programs related to U.S. government aerospace, defense, or NASA initiatives, with preference for electro-optical or photonic development exposure.
• Comprehensive understanding of government contracting regulations including FAR, DFARS, ITAR, EAR, and contract flow-down requirements covering both cost-type and fixed-price contracts.
• Proven expertise in Program Management tools and methodologies, including Integrated Master Schedules, Risk Registers, Change Management, Earned Value Management (EVM), and Program Reviews.
• Strong background in subcontract performance measurement, corrective action management, and supplier evaluation and selection.
• Experience leading source selection, creating subcontractor Statements of Work (SOW), preparing supplier Requests for Proposals (RFPs), and managing contract negotiations.
• Proficiency with SAP, NetSuite (preferred), Microsoft Project, Power BI, and advanced Microsoft Excel skills.
• Exceptional communication, presentation, and negotiation capabilities suitable for interaction with executive leadership, program teams, supply chain groups, and customers.
• Must be a U.S. citizen eligible to obtain and maintain security clearance.

Compensation and Benefits

• Annual salary between $160,000 and $180,000.
