Client Context: NATO Communication and Information Agency (NCIA)

NCIA provides secure communication and IT services across NATO member countries and partners. Established in 2012 with headquarters in Brussels, NCIA delivers capabilities including cybersecurity, command and control systems, satellite communications, electronic warfare, and information management to ensure NATO’s operational security.

Programme Assistance and Advisory Service (AAS)

The NCI Agency functions as NATO’s primary C3 capability and CIS service provider. It maintains the NATO-wide IT infrastructure essential for alliance coordination and defense readiness. The agency’s workforce includes international civilians, military personnel, and Interim Workforce Consultants (IWC), who compose about 15% of the staff.

Key Responsibilities

• Assist the ACT Space Branch PMT in delivering and synchronizing the NATO Space Capability Programme (CPP) across all phases and related projects.
• Collaborate with SHAPE Space Branch to integrate NATO Space capabilities into planning, execution, and validation processes.
• Coordinate user requirements and feedback among SHAPE, ACT, NCIA, NSPA, STC, and national space bodies.
• Contribute to the creation and implementation of programme documents such as proposals, plans, reviews, risk registers, dashboards, and roadmaps.
• Support operational validation and the incorporation of CPP capabilities into NATO’s command and control frameworks.
• Facilitate synchronization of Operational Space Support, Space Domain Awareness, and Space Domain Coordination capabilities and their interdependencies.
• Refine operational concepts, tactics, techniques, procedures, and guidance for NATO Space capabilities.
• Participate in governance activities, PMT meetings, Bi-SC coordination, and engagements with senior leadership.
• Help identify and prioritize operational capability gaps and requirements.
• Assist in analyzing and mitigating programme risks, dependencies, and critical paths across space projects.
• Support NATO exercises, operational experimentation, evaluations, and lessons learned concerning Space capabilities.
• Engage in experiments, wargaming, and demonstrations such as Arctic Sentry, Cosmic Sentinel, and related activities.
• Contribute to operational acceptance, readiness reviews, and transition planning.
• Support training, exercises, and experimentation involving space technologies.
• Assist industry and commercial space actor engagement aligned with NATO Commercial Space Strategy.
• Prepare presentations, analyses, and recommendations for SHAPE Space Branch leadership and support PMT efforts.
• Provide direct assistance to the Branch Head and travel up to 30 days annually to meetings and conferences inside and outside NATO territories.
• Complete additional duties as assigned by the Contracting Officer Technical Representative (COTR) coordinating with ACO Space Branch Head, related to the LABOR category.

Candidate Profile and Requirements

• At least 5 years experience in NATO capability development, programme management, or defense acquisition.
• Minimum 3 years operational experience in NATO or national space operations.
• Proven understanding of NATO Space policy, CPP governance, and PMT procedures.
• At least 3 years recent operational knowledge of command and control (C2) systems, either military or civilian.
• Experience supporting multinational programmes and senior governance bodies.
• Programme and project management expertise within the last decade in complex environments.
• Familiarity with configuration management principles and practices.
• Understanding of capability architectures.
• Experience using IBM Rational DOORS or equivalent, with certification.

Education and Language

A university degree in systems engineering, computer science, aerospace engineering, or a related field is required. Alternatively, five years of relevant professional experience may substitute for the degree.

Advanced proficiency in English is necessary.

Work Details and Security

Work location: Ramstein, Germany. The position requires onsite attendance.

Contract duration: September 2026 through December 2030.

A valid national or NATO Secret security clearance is mandatory.
