Role Overview
We are looking for a Senior Specialist in Purchasing to manage tendering activities, support the award of purchase orders, and provide follow-up assistance after award across the cluster.
Key Responsibilities
- Guide cluster stakeholders in preparing annual procurement plans and ensure all actions follow the applicable procurement policies and procedures.
- Participate in pre-tender discussions within the cluster, assess purchasing needs and demand, and examine purchase orders.
- Lead negotiations for cluster purchasing agreements, assess materials and products against business specifications, and review the procurement scope of work.
- Identify and assess the most suitable suppliers, vendors, and bidders for the required goods and services.
- Support the approval process for purchasing invoices and verify that invoice details are correct.
- Assess purchasing changes and claims, then prepare recommendations for corporate procurement approval.
- Keep up to date with market and industry developments and propose cost-efficient approaches through suitable tender strategies.
- Compile management reports covering purchasing activity, current status, issues encountered, and proposed improvement plans.
Qualifications
A bachelor’s degree in Procurement, Quantity Surveying, Business Administration, or a closely related discipline is required. A master’s degree will be considered an advantage.
Experience
Candidates should have 6 to 8 years of experience in a comparable position, with hands-on exposure to both pre-award and post-award procurement management.
Skills and Knowledge
The role calls for strong familiarity with procurement regulations and industry practices, the ability to view issues strategically, and solid negotiation, analytical, and research capabilities. Excellent interpersonal skills and the ability to work effectively with people at all levels are also important.
Language Requirements
English fluency is essential. Knowledge of Arabic is highly desirable.
