Position Overview
Parenting for Lifelong Health (PLH) seeks a dedicated and resourceful Scaling Manager based in Kampala, Uganda. This full-time, fixed-term role for one year (with potential extension) involves leading the nationwide expansion of evidence-based parenting interventions, specifically adapting and scaling the ParentApp program in Uganda. The position requires managing partnerships, liaising with government and civil society, and overseeing a small team.
Key Responsibilities
- Develop and lead the execution of a national scaling strategy for the ParentApp to enable sustainable, wide-reaching implementation.
- Negotiate and oversee partnership agreements, MOUs, and collaboration frameworks with government bodies, NGOs, and other stakeholders.
- Identify integration opportunities for ParentApp within government platforms such as health, social welfare, education, and child protection.
- Collaborate with PLH’s Scaling & Innovation teams to adapt and enhance ParentApp content and delivery for Ugandan context.
- Create and manage scale-up plans, monitor progress, and maintain partnership pipelines and budgets across multiple funding sources.
- Utilize data and partner feedback to address challenges and iterate scaling approaches to optimize program impact.
- Represent PLH in national technical groups, government forums, donor meetings, and regional learning events.
- Contribute to resource mobilization efforts including proposal writing, budget preparation, and donor communications.
Five Work Packages
- Government Systems Design and Readiness: Establish governance, implementation strategies, and systems mapping for government-led program delivery.
- Digital Family Strengthening Platform: Customize and deploy ParentApp with localized resources, referral pathways, and technical setup within government systems.
- Workforce Development and Quality Assurance: Build national capacity via training programs, curriculum development, certification, coaching, and standards enforcement.
- Implementation Support and Monitoring: Provide technical assistance including monitoring dashboards, quality assurance, data review, and troubleshooting.
- Sustainability and Scale-Up: Develop costing analyses, learning reports, scale-up strategy, sustainability frameworks, and handover kits for government partners.
Required Qualifications and Experience
- Master’s degree or equivalent professional experience in public health, international development, social sciences, technology, or related fields.
- At least five years’ experience managing scale-up initiatives of programs or digital products in Uganda, preferably through government or large institutions.
- Proven track record in forming and maintaining strategic partnerships with government ministries, UN agencies, NGOs, and donors.
- Experience with ecosystem analyses, stakeholder mapping, and strategies for institutionalization of programs.
- Skilled in handling complex multi-partner projects involving government and development agencies.
- Familiarity with digital technology platforms, project management tools, mobile applications, and content management.
- Strong analytical and data-driven decision-making skills related to program monitoring and evaluation.
- Excellent communication, negotiation, facilitation, and organizational skills capable of working autonomously within a global distributed team.
- Fluency in English is necessary; fluency in Swahili or Luganda is preferred.

- Experience managing US Government-funded projects.
- Knowledge of embedding behavioral change programs within Ugandan government sectors.
- Expertise in scaling digital health, education, or behavior change interventions.
- Experience in fundraising, proposal development, and donor relations.
- Strong public speaking and presentation abilities.
