About the Organization

The Liberia National Tourism Authority (LNTA) is an autonomous public agency established by legislative act in 2025. It is tasked with coordinating, regulating, and promoting tourism, supporting infrastructure development, preserving Liberia's cultural heritage, and fostering growth in the creative economy.

Role Overview

This role involves oversight of the registration and licensing processes for all tourism-related enterprises including hotels, tour operators, travel agencies, and cultural sites. The manager enforces licensing policies to ensure compliance with statutory standards, consumer safety, and service quality. The position administers the regulatory framework for licensing issuance, renewals, and monitoring aligned with national laws.

Key Duties

  • Design, review, and enhance standard operating procedures guiding tourism business registration and licensing in line with LNTA Act and pertinent regulations.
  • Manage application processing and license renewals by verifying documentation such as ownership proof, safety certificates, and insurance, ensuring adherence to health, safety, and environmental regulations.
  • Maintain and update a centralized registry of all tourism service providers, ensuring data accuracy and accessibility.
  • Liaise with municipal authorities and sector institutions to confirm compliance histories and collaborate with the Inspectorate for license verification during inspections.
  • Set licensing fees, collaborate with the Finance department for fee collection and transfer of funds, and contribute to policy discussions on fee structures.
  • Provide educational resources and conduct outreach programs to help tourism operators understand licensing requirements and maintain compliance standards.
  • Work with Compliance teams to identify unlicensed businesses and oversee enforcement actions, recommending penalties alongside legal authorities.

Essential Qualifications and Experience

  • Bachelor's degree in Public Administration, Business Administration, Hospitality Management, or related discipline.
  • Minimum five years of experience in administrative or regulatory roles, ideally within tourism or licensing authorities.
  • Knowledge of Liberian tourism legislation and licensing regulations is advantageous.
  • Strong organizational skills with keen attention to detail and capability to handle multiple applications and deadlines.
  • Excellent communication and interpersonal skills for engaging stakeholders and businesses.
  • Experience with data management systems and fundamental data analysis skills.

Reporting and Collaboration

  • Reports directly to the Deputy Director General for Marketing & Promotions (DDG-MP).
  • Coordinates with the Tourism Inspectorate, Enforcement units, regional tourism offices, Finance on fee matters, and Communications for licensing updates.

Performance Measures

  • Process at least 95% of license applications and renewals within specified timeframes (e.g., 30 days).
  • Ensure 100% registration and licensing coverage of all tourism enterprises; prevent operations without valid licenses.
  • Maintain an up-to-date license database, removing expired or revoked entries promptly.
  • Reduce unlicensed operators quarterly through enforcement and outreach.
  • Achieve positive feedback from stakeholders regarding licensing clarity and efficiency.
