Role Overview
This position involves joining a project team as a Quantity Surveyor tasked with handling large-scale commercial, integrated developments, and major Addition and Alteration (A&A) projects.
Key Responsibilities
- Lead the cost management activities along with pre- and post-contract quantity surveying functions, such as preparing cost estimates, overseeing procurement and tendering, evaluating tenders, cashflow forecasting, contract administration, managing variations, and final account settlements.
- Develop and review cost estimates throughout various project phases, from feasibility and viability studies to concept, schematic, design development, and construction stages.
- Manage contract administration tasks involving collection, preparation, analysis, and interpretation of project cost and financial data and related documents.
- Apply expertise in construction economics as well as cost and financial management.
- Oversee construction project procurement and contractual processes, including data gathering and analysis to choose suitable procurement systems and contract arrangements, draft tender and contract documents, supervise tender procedures, and manage contract execution.
- Coordinate the entire tender process effectively, engaging multiple stakeholders to ensure seamless operations.
- Evaluate variation requests, assess related costs, focus on reducing operational expenses, produce monthly financial reports, and process progress payments along with final account reconciliations.
- Prepare annual budget estimates and demonstrate familiarity with government budgeting and projection practices.
- Conduct detailed scientific analysis of project cost components and physical construction activities, applying the findings to resolve various financial and economic challenges faced by developers and designers.
Qualifications and Experience
- Degree or qualification in Building or Quantity Surveying or an equivalent credential recognized by the Singapore Institute of Surveyors and Valuers (SISV).
- A minimum of 10 years’ relevant experience involving both pre- and post-contract work in consultancy or main contractor settings.
- Experience working on large integrated or mixed-use development projects is a plus.
- Proficiency with Microsoft Office and cost management software tools.
- Strong numerical ability, excellent communication, and effective writing skills.
- Knowledgeable with the Building and Construction Authority’s Quality-Fee Method (QFM) and Price-Quality Method (PQM) frameworks, as well as Public Sector Standard Conditions of Contract.
