About the Role
CloudHQ is seeking a Project Manager based in the UK, France, Germany, Italy, or Luxembourg to join their EMEA Development team. This role focuses primarily on the pre-construction phases of hyperscale data centre projects, involving responsibilities such as site identification, due diligence, planning, design development, and contractor procurement. Regular travel across EMEA sites is expected.
Responsibilities
- Lead project governance, reporting, and approval processes, building strong partnerships internally with development, construction, operations, finance, and legal teams, and externally with consultants, authorities, utilities, and project partners.
- Manage projects from initial feasibility assessment through to readiness for construction, ensuring clear communication of status, risks, and escalations to leadership.
- Define and control project scope, budgets, timelines, and development strategies.
- Coordinate due diligence activities including site selection, legal, technical, and consultant assessments concerning tenant fit, planning constraints, infrastructure availability, risks, and alignment with business cases and approvals.
- Oversee the creation of concept, basis of design, and detailed design packages with technical teams.
- Manage multidisciplinary consultants such as architects, engineers, planners, and project & cost managers.
- Develop and align development budgets and cashflows in collaboration with consultants.
- Drive internal and external resource coordination focusing on change management, procurement compliance, supply chain agility, stakeholder alignment, risk management, and reporting to leadership.
- Create detailed project programmes suitable for lease negotiation with hyperscale tenants.
- Maintain construction delivery awareness, ensuring project decisions translate into smooth commissioning and operational transitions.
- Oversee compliance with Environmental, Health & Safety regulations and promote a safe working environment.
- Identify and remove barriers by fostering collaborative solutions benefiting customers.
- Encourage cross-disciplinary collaboration to identify business improvement opportunities.
- Engage with customers to support their preferred solutions for CloudHQ Data Centers.
- Work with global colleagues to standardize best practices across locations.
- Champion company initiatives and uphold CloudHQ’s core values throughout all projects.
Requirements
- Preferably holds a degree and recognized project management certifications, but critical is extensive proven experience managing complex projects.
- A minimum of 8 years’ experience in data centre, critical infrastructure, or complex real-estate development projects, including pharmaceutical or semiconductor sectors.
- Expertise in pre-construction, development, early lifecycle roles, and familiarity with utilities strategy, permitting systems, and varied contracting models.
- Strong understanding of construction processes across the EMEA region and ability to manage multiple major projects simultaneously.
- Proficient knowledge of construction contracts common in EMEA.
- Excellent cross-functional teamwork and independent working skills.
- Strong communicator, critical thinker, and problem solver with excellent interpersonal skills for effective customer engagement.
- Comfortable interacting with executive leadership to influence strategic decisions.
- Willing and able to frequently travel within EMEA, holding a valid passport and awareness of visa and Schengen requirements.
- Demonstrated commercial and financial acumen.
- Proficiency in MS Office and scheduling/programming software.
- Ability to work in a fast-paced environment, including outside normal business hours due to global demands.
- Detail-oriented with strategic mindset and understanding of wider business objectives.
