Overview

The Project Manager role is responsible for overseeing the projects department, ensuring the direction, development, coordination, implementation, execution, control, and successful completion and handover of projects in alignment with company objectives and strategy. This position manages both greenfield and brownfield projects within existing facilities at QAFCO, including shutdown and non-shutdown projects. The role involves leading multidisciplinary teams, managing project portfolios in the short and long term, and supervising phases from contracting, engineering, procurement, construction, commissioning, to project close-out while maintaining safety, cost control, schedules, and quality standards according to QAFCO's project management systems.

Key Duties

  • Own and maintain QAFCO’s project management methodology, ensuring continuous improvement, system integrity, compliance, training, and sustainability.
  • Lead the projects department by planning and organizing activities to meet budget and resource allocation targets, optimizing manpower and working hours, and fostering employee engagement.
  • Direct heads of sections, project engineers, and project support staff to ensure effective project planning, scheduling, design quality, and execution.
  • Support senior management by managing staff, providing strategic guidance, contributing to 5-year capital plans, monitoring project schedules and budgets, assessing productivity and quality, and overseeing technical operations.
  • Prepare executive summaries and project status reports; monitor project balance scorecards to ensure objectives are met.
  • Participate in performance management meetings and review recommended department structures to optimize human capital based on current and forecasted workloads.
  • Ensure all disciplines and trades adhere to valid standards, technical requirements, and good engineering practices, maintaining compliance with specifications.
  • Approve and maintain up-to-date engineering standards and practices within the department.
  • Ensure Management of Change (MOC) processes are followed for project modifications as part of governance.

  • Develop methodologies, tools, templates, forms, procedures, and guidelines to promote consistent evaluation and project implementation.
  • Balance the project portfolio considering profitability, safety, health, environment, and product quality in line with QAFCO's strategic goals.
  • Collaborate closely with other departments on project planning and execution.
  • Review and approve project plans, strategy baselines, and any updates before presenting them to relevant committees.
  • Guarantee effective interfacing throughout the entire project lifecycle utilizing QAFCO’s project management methodology.
  • Provide guidance on technical issues, staffing priorities, and resolve potential challenges.
  • Lead by example, fostering innovation, knowledge sharing, mentoring, and competency development within the projects department and associated functions.
  • Maintain adequate staffing levels to satisfy project demands.
  • Encourage innovation, motivate staff, oversee performance appraisals, and support the professional growth of employees in the department.
  • Participate in the development of nationals to support their career progression.

Qualifications and Experience

  • Bachelor’s degree in an engineering discipline relevant to the role.
  • A minimum of 15 years’ direct experience in the oil, gas, or petrochemical industries, including at least 5 years in a project management capacity.
  • Expert knowledge in project management, project engineering, and construction management is highly advantageous.
