About the Role
The City of Guelph invites applications for a temporary full-time Project Management Specialist, based at City Hall, 1 Carden Street, operating primarily in a hybrid work mode. The role, expected to last approximately two years, is within the Corporate Services area, specifically the Corporate Performance and Strategy department. The incumbent will be responsible for implementing and supporting the City's Project Management methodologies and policies, contributing to the realization of Guelph's strategic community vision of inclusivity, connection, and prosperity.
Compensation and Benefits
The hourly salary range for this non-union position is $42.60 to $53.26. Key Responsibilities
- Develop, maintain, and support a centralized framework, methodologies, tools, and processes for project and program management standards throughout the City.
- Participate actively in project teams to facilitate adherence to the Project Management Policy and use of approved tools across departments.
- Provide training, coaching, and guidance for City project managers, particularly on risk assessment, project charters, risk registers, and management plans, emphasizing use of the Planisware Orchestra digital tracking tool.
- Prepare formal project documentation such as status reports, project charters, schedules, risk registers, and business cases, ensuring alignment with City protocols and PMI standards.
- Conduct audits, pilot programs, and studies as directed by leadership to support continual improvement.
- Lead benchmarking and research efforts to stay informed of best practices and advances in project and program management relevant to the City's PMO and other departments.
- Promote project management discipline through continual improvement initiatives and training sessions.
- Prepare various internal reports, memos, SOPs, technical specifications, and work instructions as needed.
- Represent the City in meetings involving staff, internal departments, and external stakeholders.
- Carry out additional duties as assigned.
Qualifications and Requirements
- A university degree in Engineering, Architecture, Business Administration, or a related field, coupled with considerable experience in project management; equivalent education and experience combinations may be considered.
- Project Management Professional (PMP) certification from PMI is an asset.
- Outstanding communication skills, both oral and written, with the ability to engage effectively at all organizational levels and with the public.
- Strong interpersonal, leadership, and team-building abilities.
- Experience in researching best practices and benchmarking, especially in municipal contexts.
- Thorough knowledge of risk management methodologies and project management principles.
- Experience conducting audits and reporting results.
- Proficiency with Planisware Orchestra or similar project management software and strong skills in Microsoft 365, including tools like SharePoint and Power BI.
- Ability to prioritize tasks, manage time effectively, and meet deadlines under pressure.
- Analytical skills and decision-making capabilities.
- Familiarity with records management systems is a plus.
- Advanced data management skills including data consolidation, analysis, and report generation.
- Capability to work both independently and collaboratively in cross-functional teams.
- Experience managing large capital construction projects is advantageous.
Working Hours and Conditions
The role requires working 35 hours per week, Monday to Friday, usually between 8:30 a.m. and 4:30 p.m., with eligibility for hybrid and flexible work arrangements according to municipal policy.
