About the Role

Worley is an international leader providing professional services within energy, chemicals, and resources industries. Our focus spans delivering projects and adding value across asset lifecycles, bridging conventional energy sources with sustainable alternatives. We are seeking a Project Engineering Manager to spearhead the engineering execution framework for onshore projects within the energy and hydrocarbon sectors, ensuring multidisciplinary engineering and design activities meet stringent quality and scheduling standards.

Key Responsibilities

  • Develop and establish comprehensive engineering execution frameworks including procedures, deliverables, workflows, and interfaces for project delivery.
  • Lead multidisciplinary engineering teams throughout project phases: Feasibility, Conceptual, FEED, and Detailed Design.
  • Oversee preparation and quality control of engineering deliverables aligned with project scopes, regulatory codes, and client requirements.
  • Review and approve engineering strategies, organizational structures, discipline responsibilities, and management plans integrating safety and sustainability.
  • Manage technical value improvement practices such as technology selection, value engineering, energy optimization, and reliability assessments.
  • Coordinate cross-discipline integration ensuring seamless interface management among engineering, procurement, construction, and contractors.
  • Implement engineering coordination procedures involving internal teams, licensors, external contractors, and stakeholders.
  • Ensure compliance with industry standards, customer specifications, quality assurance processes, and timely document control.
  • Lead design reviews, safety studies, and technical assurance activities, facilitating required technical peer reviews.
  • Act as the main technical liaison with customers to guarantee on-time, safe, and budget-compliant delivery of engineering scope.
  • Monitor engineering progress versus schedules and budgets, identifying project risks and applying mitigation measures.
  • Manage registers related to assumptions, holds, technical queries, deviations, and key design changes.
  • Promote a strong Health, Safety, Security, Environment, and Quality (HSSEQ) culture within all engineering activities.
  • Ensure engineering designs incorporate safety, sustainability, and environmental compliance per local and international regulations.
  • Lead, mentor, and develop engineering teams across multiple locations, ensuring resource adequacy, competency, and collaboration.
  • Drive lessons learned capture and continuous improvement initiatives within engineering functions.

Qualifications and Experience

  • Bachelor's degree in any Engineering discipline from an accredited institution is mandatory.
  • Possession of Chartered Professional Engineer status or actively pursuing it is advantageous.
  • Mandatory accreditation from the Ministry of Municipality and Environment (MME); candidates must be willing to obtain this during the probationary period if not already certified.
  • Extensive experience within oil & gas, petrochemical, or related energy sector projects.
  • At least five years of recent experience serving as a Project Engineering Manager or Engineering Manager managing Pre-FEED, FEED, and Detailed Engineering stages.
  • Proven ability to lead multi-disciplinary and multinational engineering delivery teams.

Technical Competencies

  • Strong expertise in engineering governance, execution planning, and design assurance methodologies.
  • In-depth knowledge of coordination among engineering disciplines and interface management.
  • Comprehensive understanding of project lifecycle phases: Pre-FEED through EPC.
  • Familiar with industry standards, customer requirements, and design review processes.
  • Experience in managing risks, change control, and technical decision-making in complex projects.
