Programme Manager

Role Overview

Our client is seeking an experienced Programme Manager to lead a strategic initiative aimed at defining the organisation's long-term approach to devolution and decentralisation. This contract position is located in Wellington and runs until June 2027.

Primary Responsibilities

• Clarify the meaning of devolution and decentralisation within the organisation’s specific context and establish a definitive position and direction forward.
• Create a comprehensive long-term strategic roadmap that details functions, services, allocation of resources, and decision-making protocols.
• Evaluate current devolution, decentralisation efforts, and partner-led activities within the organisation to identify prospects for alignment and future investments.
• Conduct extensive engagement with both internal and external stakeholders to gather insights on their aspirations, opportunities, risks, and overall readiness to embrace change.
• Analyze the implications related to policy, legal frameworks, funding, governance, operational models, and accountability that come with increased devolution of services and decision-making.
• Develop practical options, formulate recommendations, and map investment pathways to facilitate future implementation and scaling of initiatives.
• Prepare a detailed business case accompanied by supporting recommendations for executive leadership to consider for future investment decisions.
