Procurement Officer

Your role involves ensuring full compliance with Saudi procurement laws, contract law, industry standards, and health, safety, security, and environmental requirements.

Core Responsibilities

• Support budget preparation, cost control, and expense tracking with a focus on transparency and financial prudence.
• Assist in audits by maintaining precise documentation of all procurement activities.
• Promote and enforce ethical procurement practices, ensuring transparent, fair dealings without conflicts of interest.
• Issue inquiries and purchase orders based on manufacturing schedules driven by ERP systems and requisitions for long lead items.
• Lead supplier negotiations for competitive pricing, timely delivery, and favorable contract terms.
• Manage supplier qualification audits and continuous improvement initiatives.
• Contribute to the formulation of procurement strategies and budgeting.
• Maintain ERP data accuracy and communicate exceptions affecting production timelines.
• Document evaluation results of bids and prepare sole source justifications.
• Mitigate delivery risks by engaging suppliers and stakeholders, resolving escalated supplier issues efficiently.
• Liaise regularly with Manufacturing, Quality, Engineering, and Design departments to foster collaboration.
• Track and monitor supplier quality and performance metrics closely.
• Maintain commercial relations and manage warranty claims, back-charges, and liquidated damages.
• Identify and plan for supply chain risks such as sole-sourced materials and long lead times.
• Participate as a subject matter expert in new product development regarding commodity costs, lead times, and risks.
• Analyze and respond to market and business condition changes to optimize leverage and reduce risk.

Logistics Management

• Oversee end-to-end logistics operations including transportation, customs clearance, and scheduling.
• Ensure adherence to import/export rules and local authority regulations (e.g., ZATCA, SFDA, SASO).
• Track inbound and outbound shipments ensuring timely delivery to project locations.
• Collaborate with suppliers, freight forwarders, and internal teams to resolve delays or discrepancies.
• Maintain accurate logistics documentation such as Bill of Lading, Packing Lists, and Certificates of Origin.
• Optimize logistics costs by vendor negotiations, consolidations, and route optimization.
• Manage any exemptions and coordinate with finance for claims processing.

Outline Agreement Management

• Develop, negotiate, and oversee long-term Outline Agreements with strategic suppliers.
• Monitor agreement performance, pricing, and validity to ensure uninterrupted business operations.
• Coordinate with the Procurement Committee to align agreements with procurement policies.
• Ensure correct linkage of Outline Agreements within ERP systems like Oracle or SAP for seamless processing.
• Conduct regular supplier reviews and update agreements accordingly.
• Maintain an agreement tracker monitoring expirations, usage, and renewals.

Reporting and Continuous Improvement

• Generate regular reports on logistics expenses, supplier performance, and agreement utilization.
• Identify opportunities for process improvements in logistics and contract management.
• Support regional localization initiatives aligned with Vision 2030 and Local Content objectives.

Requirements

• Degree holder in Engineering, Business Management, or related fields or equivalent experience.
• At least 5 years of experience in procurement, technical, engineering, commercial, or project-related environments.
• Strong knowledge of commercial purchasing processes including contracts and negotiation.
• Proficient with SAP software.
