About the Role
This position is designed to strengthen and transfer expertise within the existing Procurement & General Administration (PGA) procurement team, focusing on practices related to construction procurement in an educational context.
Main Responsibilities
- Take the lead on large and complex construction and consultancy tenders, including Addition & Alteration (A&A) works, handling the full process from inception to contract award.
- Handle the entire tendering workflow, ensuring all activities comply with established procurement strategies, laws, and internal guidelines. Engage directly with schools or other departments to assess needs, dissect tender specifications, and provide ongoing contractual guidance after agreements are finalized.
- Act as a primary resource for expertise and leadership on high-level procurement challenges related to government construction contracts, as well as quotations and tenders for goods and services.
- Coach and develop the procurement team, enhancing their skills and knowledge in construction procurement procedures.
- Manage and mentor a group of procurement professionals to support the purchasing requirements of schools and departments, and design effective sourcing approaches that fit the distinctive needs of every business unit.
Candidate Profile
- Demonstrable background in procurement, particularly focused on construction projects; experience within public sector and at a managerial level is advantageous.
- Expert knowledge of GeBIZ and a thorough understanding of the Government Instruction Manual as well as the requirements under the Public Sector Standard Conditions of Contract.
- Holds relevant academic qualifications in Building, Quantity Surveying, or an equivalent field, together with industry experience.
- Possesses strong skills in analysis, critical thinking, planning, and organization.
- Self-driven, proactive, reliable, and equally effective when working independently or collaboratively.
- Outstanding abilities in both written and verbal communication.
- Skilled at stakeholder engagement, with excellent interpersonal skills developed through diverse interactions.
- Careful attention to detail and a methodical attitude towards completing work.
