About Durham Community Health Centre
Durham Community Health Centre (DCHC) is a registered charitable organization dedicated to delivering integrated, accessible, and equitable primary care, wellness services, and health education to members of the Durham community who face challenges to health and well-being. We serve priority groups such as Indigenous peoples, Black communities, 2SLGBTQI+ individuals, newcomers to Canada, seniors, and those without a family doctor. Our interprofessional team includes healthcare and administrative professionals who prioritize patient-centered care through integrated services.
Position Summary
The Manager, Infrastructure Management & Operations, reporting to the Chief Financial Officer, plays a key role in overseeing the organization's physical infrastructure, IT resources, and insurance needs. This full-time permanent role involves leadership of five custodians and one IT services coordinator, and oversight of third-party service providers. The position is based primarily in Oshawa with some flexibility to work at other DCHC sites.
Key Responsibilities
- Develop and execute operational strategies, plans, and policies aligned with organizational goals under CFO guidance.
- Manage annual and multiyear operating budgets, contributing to organizational budget planning.
- Provide leadership, coaching, and performance management to internal staff and external vendors.
- Ensure compliance with organizational policies, legislative requirements, and Health & Safety regulations.
- Oversee infrastructure planning, including capital projects, facilities utilization, maintenance, and safety.
- Manage IT infrastructure planning and operations focusing on digital transformation, cybersecurity, vendor management, and incident response.
- Lead insurance management efforts including policy renewals, broker negotiations, and compliance documentation.
- Collaborate across departments to assess and address infrastructure and IT needs.
- Support special projects and serve on organizational committees such as Health & Safety.
Required Qualifications and Skills
- A bachelor's degree in business administration, healthcare management, or equivalent experience.
- At least 5-7 years of experience managing operational functions such as facilities, IT, or corporate services.
- Preferred certifications include MBA, PMP, FMP, or CFM.
- Experience in healthcare, non-profit, or charitable sectors is highly desirable.
- Comprehensive knowledge of facilities management standards, insurance requirements, and legislative compliance.
- Strong leadership capabilities in people management, budgeting, project management, and change management.
- Proficiency with Microsoft Office Suite and related collaboration tools (Excel, PowerPoint, Word, Azure, Visio, Teams, SharePoint).
- Valid Ontario "G" driver’s license with access to a vehicle required.
- Ability to manage unionized and non-unionized teams, multitask projects, and perform autonomously under pressure.
- Excellent interpersonal, written, verbal, and conflict resolution skills.

Working hours are Monday to Friday, 35 hours per week. Salary ranges from $80,000 to $85,000, commensurate with qualifications and experience, plus group benefits and participation in HOOPP pension plan. The position involves leadership responsibility for multiple staff and oversight of third-party service providers to ensure seamless infrastructure and IT operations supporting organizational objectives.
