Position Overview
This role involves conducting comprehensive and technically intricate tasks related to the entire property valuation procedure, from initial assessment through value justification. Key responsibilities include inspecting, categorizing, appraising, and determining the value of real estate throughout the county for tax purposes. The work is field-based and requires exposure to diverse types of buildings, ongoing construction sites, various outdoor terrains, and different weather conditions. Physical demands include climbing, walking, sitting, kneeling, and bending to access properties and collect data essential for the appraisal process.
Minimum Qualifications
- Associate degree or higher from an accredited institution.
- At least two years of relevant experience in real estate, construction, finance, or appraisal fields, or an equivalent combination of education and experience.
- Possession of a Licensed Appraiser credential from the Utah State Department of Commerce.
- Valid Utah driver's license for vehicle operation during property assessments across Iron County.
Special Requirements
- Licensed Appraiser certification by the Utah Division of Real Estate.
- Obtain Ad Valorem Appraiser designation with the Utah State Tax Commission within six months of employment.
- Acquire Certified Residential Appraiser status within the first year of hire.
- Maintain certification by completing biannual state-approved continuing education and other obligations.
- Successful completion of a comprehensive background check, including fingerprinting and verification of previous employment and education records.
Knowledge and Skills
- Familiarity with appraisal-specific terminology, methodologies (market, cost, income approaches), and ethical standards.
- Understanding of state property tax laws, Farmland Assessment Act, and valuation appeal procedures.
- Competency in computer-assisted property valuation and report writing.
- Ability to perform detailed data analysis, including sales ratio studies, coefficient of dispersion, and valid sales activity interpretation.
- Proficient with technical tools like statistical models, blueprint reading, drafting concepts, and geographic knowledge of Iron County.
- Capable of reading legal property documents and maps accurately and performing necessary mathematical calculations for appraisal purposes.
