About the Role
Vanguard International Semiconductor Corporation (VIS), located in Tampines, East Region of Singapore, is seeking a seasoned Human Resources Manager to collaborate closely with business leaders. The purpose is to develop talent, enhance leadership capabilities, improve workforce planning, and utilize HR analytics for strategic business decisions. This role demands a strategic, people-oriented leader with exceptional facilitation skills, keen business insight, and the ability to implement impactful organizational development programs.
Core Responsibilities
- Collaborate with senior management to devise and execute people strategies that align with the semiconductor industry's business objectives.
- Promote a culture focused on continual learning, innovation, operational excellence, and employee engagement.
- Identify present and future workforce skill needs to support growth, technological progress, and operational change.
- Formulate workforce development plans to strengthen organizational talent pipelines and succession planning.
- Oversee organizational effectiveness, change initiatives, and talent growth programs.
- Direct the company's Learning & Development strategies, including training needs assessments for engineering, manufacturing, quality control, and support teams.
- Design and facilitate comprehensive leadership, supervisory, technical, and behavioral training employing adult learning principles.
- Execute onboarding and integration processes aimed at accelerating new hire productivity and enhancing employee experience.
- Champion initiatives aimed at Industry 4.0, automation, digital transformation, continuous improvement, and manufacturing excellence.
- Manage Learning Management System and digital learning platforms, maintaining training records and ensuring compliance with audits and regulations.
- Lead payroll processing to guarantee timely, accurate payments aligned with compliance requirements.
- Administer compensation and benefits programs including salary reviews, incentive plans, and benchmarking.
- Manage HR data analytics, report generation, and KPI monitoring to inform strategic workforce planning.
- Develop dashboards tracking workforce demographics, attrition, productivity, engagement, and talent management metrics.
- Maintain partnerships with government agencies, training bodies, and industry associations to leverage workforce grants and skills development programs.
- Support national workforce transformation initiatives targeting advanced manufacturing sectors.
Qualifications and Required Experience
- Bachelor’s or Master’s degree in Human Resource Management, Organizational Development, Psychology, Business Administration, Engineering, or a related field.
- Preferred certifications include ACTA, ACLP, or equivalent adult learning credentials.
- Minimum of 10 years of substantive experience in HR functions such as Learning & Development, Payroll, Compensation & Benefits, and HR Analytics.
- At least 5 years of experience managing people.
- Demonstrated success in creating and delivering leadership, technical, supervisory, and organizational training programs.
- Proficient managing Learning Management Systems, with SAP SuccessFactors Learning experience preferred.
- Previous exposure to semiconductor, wafer fabrication, advanced manufacturing, electronics, or technology industry environments highly advantageous.
- Experience in fast-paced manufacturing settings that include shift operations and technical workforces.
